Motion for Military Action in response to Caluula Massacre

In the recent days reports have come from the Tion Hegemony about Ethnic Cronese rioting, and the Immediate response of Military personnel on Caluula to fire upon armed Rioters, which in the process struck and killed unarmed civilians that were caught in the action of Caluula Military personnel, who fire first and only asked questions later. As well as the Massacre, the Cronese Mandate has complied points as well, in which has the Cronese Mandate requesting permission to take action, not only in this motion, yet in a dispatch to the Ruling Council as well.

1. The Imperial Moff of the Tion Hegemony has yet to take any action
2. The Imperial Moff of the Tion Hegemony appears to be missing
3. The Imperial Moff of the Tion Hegemony appears to be in dereliction of Duty
4. The Imperial Governor of the Auril Sector is attempting to over step his bounds by sending in "observers"
5. The Ethnic Cronese are in riot of the Caluula Government Policies

If given permission to take action against this massacre, and bring the persons responsible, both for giving the order to fire on unarmed civilians, and those rioters that caused the order to be given that resulted in the death of unarmed civilians, the Cronese Mandate will take the following actions.

1. The Cronese Mandate will land forces to restore order in Caluula City and on the planet of Caluula
2. The Cronese Mandate will establish a regency council to maintain order
3. The Cronese Mandate will relocate Ethnic Cronese to worlds in the Cronese Mandate
4. The Cronese Mandate will bring the persons responsible for the Caluula Massacre, on both sides, to justice

Hmmm. Vjun assumes a policy of neutrality on this issue.

Well, from my understanding, this is a civil order matter, and one for the Caluulans surely? I support the decision of the Auril Sector to dispatch observers, but I don't think sending an invasion force is a solution.

Do the Ethnic Cronese want to leave Caluula? I mean if they are rioting not just getting on starships (as they are presumably free to do so) it indicates they have a stake in the world and want to change it, rather than just evacuate it?

I feel this matter would benefit from the dispatch of an Imperial Senate Commission to investigate the alleged "atrocity" and the situation on Caluula - a knee jerk invasion seems unwarranted. Vjun offers to dispatch observers also if the Empire so requests.

As far as I am aware, the Tion Hegemony, like the Cronese Mandate, or the Cygnus Star Empire, has no Moff assigned to its region of space. I assume this was merely some form of clerical error on part of the Cronese Mandate, and not blatant ignorance. Of course, I could be wrong about it being a clerical error.

This goes beyond a mere getting along Senator Ordan, and as far as we know Senator Oriel, the Government policies of Caluula are not public to the Galaxy, nor have we seen any such policies made public. For as much as we know, Ethnic Cronese are not allowed to travel off world or board vessels that would take them off world. The Cronese Mandate will not sit by and allow another Embralite incident to occur. Those Ethnic Cronese that do wish to leave Caluula will do so on Cronese Mandate Vessels. We will not allow another "accident" that will kill thousands. The Mandate is also assembling medical aide to be sent to those Ethnic Cronese that have so far been injured in the riots, and will protect these Medical Aides accordingly.

Technically speaking, Representative Goodchild, the Cronese Mandate has no place to interfere with the Tion Hegemony's policies in a militaristic manner. Simply because you share a border with them does not mean you can simply waltz in at will, armed and ready to fight. Mind you, Druckenwell sympathizes with the Ethnic Cronese on Caluula and their situation in which needless deaths occurred, but I agree with Senator Oriel that it would be better to send an investigative team rather than armed men and women. If anything, Druckenwell would be heavily opposed to the Mandate's use of force in the Tion Hegemony.

I recall not too long ago that Senator Oriel put forth his name for Chairman of the Defense Committee. Senator Oriel, that ended in an unsure posting for anyone. With all the issues as of late, we need a strong voice on the Defense Committee. At this time, I state my intent to remove myself from lobbying for Chairman, and instead, will back Senator Oriel in the hopes he can bring these matters to a close.

Telos IV truly condemn the atrocity the Caluulan police force had committed upon the Ethnic Cronese. However, I concur with Senators Oriel and Ryuun. I do think sending an invasion force will only make the matters worse. Perhaps a third party mediation could be brought in to help smooth the talks between the Cronese Mandate and Caluula? Perhaps we can punish Caluula for their actions upon the Ethnic Cronese? Perhaps imposing some sanctions like we have toward Deralia for their actions upon Dantooine?

This is a troubling matter, gentlebeings. I would address some of Representative Goodchild's points first. I would state that a single riot, albeit one with such regrettable results as has happened on Caluula, is not cause for the Moff of the Tion Hegemony to take a direct control. That is the purpose of Caluula's planetary governor to handle and, by all means, he has every right to allow observers into his territory if he wishes who can bring an impartial word back to the rest of the galaxy. I have been informed that a native Lorrdian, Lord Alyn Stark, is one such observer and while I do not support the man myself, his actions may bring some truth and light to the situation.

Now, while it may be the Ethnic Cronese who are rioting in response to Caluulan governmental policies, I see no reason or valid cause for the Cronese Mandate to land forces on Caluula, a Tion Hegemony world and, therefore, out of the Mandate's jurisdiction. The Cronese Mandate is fully within right to evacuate and offer aid to any Ethnic Cronese who wish to depart the planet of course, but landing soldiers seems as if it will simply escalate matters in the sector.

For the time being though, Lorrd chooses to abstain from the vote.

Sluis Van votes for action in this regard, if not military action. Senators, the Mandate's people are dying in what can only be called a senseless accident. There is nobody to be called to account it seems and there must be a responsible party. Someone, somewhere along the line dropped the ball and authority must be reinstated for the sake of peace.

The Cronese Mandate is talking about a full scale invasion of Caluula and the forced re-location of its people in response to the shooting deaths of a handful of Cronese rioters, for which the government of Caluula has expressed regret in its statement. Personally, I find the statement to be satisfactory. I certainly see no need for an invasion of Caluula at this time, or the evacuation of its Cronese minority. I can understand the sensitivity of the Cronese Mandate to "another Embaril," but Cronese were being massacred in the tens of hundreds on Embaril before there was any talk of evacuations. This is all premature, and assumes the worst of Caluula's government—a government that has welcomed observers to its planet to observe how it conducts itself.

I think the Cronese Mandate could to more to prevent the deaths of Cronese if it encouraged them to assimilate on their worlds and not instigate ethnic nationalist revolts on Caluula, Embaril, or elsewhere. I don't blame the victim, mind you, but it's worth noting that the one thing the situations on Embaril and Caluula have in common are a fractious Cronese minority.

The Caluula Government as already shown its disdain of the Ethnic Cronese, as reports from the world state the horrid conditions of the "Cronese Quarter" The Statement is merely reaffirming the fact that the Caluula Government cares not for the Ethnic Cronese and treats them as nothing less than labor. Senator Cambrist, you've already shown your knack for blaming the victims. It was not merely a "handful" of rioters as you've said. It was hundreds of Unarmed, Innocent Ethnic Cronese that were not responsible for the deaths of the Caluula officers, whose first response was to open fire on unarmed civilians. The Cronese Mandate will not stand idly by as more Ethnic Cronese are killed while the Senate decides to trip over its feet and prevent proper action. It is nothing less than hypocrisy in the Senate. If it were any other world your fleets would be blockading the world without a second thought or care, and yet the Cronese Mandate is in the wrong for wanting to take action to help their people.

Not including full scale military action, Senator Goodchild, what would you propose?

My aid Mr. Llewellyn informs me that according to news reports, riots had been taking place on Caluula for several weeks prior to the incident. Does the Mandate have any insight into the situation of their nationals on Caluula, and what has caused them to riot for this amount of time?

Not to belittle the deaths that have occurred, Senators, but the violence is merely a symptom of what has to be a larger problem. Is it the economy, the living conditions, are they being discriminated against?

The problem is the Cronese themselves. It's not fashionable to say this, but it's the truth. Imagine, Senator volFyr, an ethnic minority on Empress Teta that refuses to assimilate into Tetan society and considers itself more loyal to the Cronese Mandate—and to a dead kingdom of the distant past—than it does to your government, and you'll begin see the problem on Embaril, Caluula, and other Tionese worlds that were once a part of the Kingdom of Cron. The segregation of the Cronese minorities on Embaril and Caluula weren't because of government policies, it's a choice these Cronese make and its symbolic of their repudiation of Caluulan society; a statement to the people of Caluula that their society is inferior to the Cronese Mandate. Consider also there is a history of animosity between the Cronese and the Tionese, and you'll have a larger picture of what's happening on these Tion worlds.

Senator Goodchild's tribalist remarks are unhelpful. It appears that the Cronese Mandate is using the accidental deaths of these Cronese rioters as an excuse for a long-desired colonialist venture at Caluula. Deralia, anyone? What's needed are dispassionate non-Cronese and non-Tionese observers without a cock in this fight, and Caluula's government has already invited them to the planet.

Anaxes expresses it's profound disinterest in the constant litany of border disputes we are having from the Cronese Mandate with it's neighbours. As a very dutiful and patient senator it seems to be appropriate that I issue the statement that Anaxes is in agreement with Brentaal on this matter.

The Cronese appear to consider citizens of Caluula as "their people" as they did at Embaril. It's quite remarkable this kind of "Cultural Colonialism" - if they are citizens of Caluula then they are not your people, they are Caluulans.
