1.1. Posts should be as detailed and specific as possible; players are encouraged to include information about setting, personality and background information in their posts (no "one liners"). In combat, a player must specify where and how he/she is attacking, and whether or not the attack is intended to be fatal. Note also, that all attacks must have a reasonable means of countering them (no "moding").
 
1.2. Players may have as many characters as they want. However, these characters should not go out of their way to assist one another or pool their ships, weapons, or money to the benefit of any one of these characters, or that character's organization. No two characters should have identical goals and desires.

1.3. Killing a character against its player's will is discouraged, but permissable if it is necessary to further a plot, demonstrably. If a character is killed, the player must accept this; deus ex machina, such as cloning and Force "resurrections," are not allowed. In certain instances, however, Jedi or Dark Jedi characters can return in the form of a wraith or apparition who is able to communicate with Force sensitive characters, but not harm or possess them (see "Jedi and Force Rules").

1.4. Ships (and fleets), special abilities, certain weapons, and new factions, planets or species must be posted on the Requests forum, for management review and approval (including ships, weapons, or items sold by one character to another). Exceptions are made for personal ships and weapons (such as starfighters and sidearms), however, a character should be able to realistically afford, acquire, or have access to the items being requested. Requests may not be made in private; there must be a posted, public record.

1.5. In character events that occur in the chat room do not occur independently of the events on the forums, and vice versa; what happens in one is assumed to affect the other, and the same standards and rules apply to both. Players are encouraged to post transcripts of their chat RP's on the forums, and are reminded that plots that occur in the chat room without the knowledge or consent of relevant characters (or management) might not be recognized as part of the storyline. Posting your chat transcripts will avoid this, and is appreciated.

1.6. Do not antagonize the sensibilities and beliefs of other players, do not harass or antagonize a character for out of character (OOC) reasons, and keep profanity to a minimum. Profanity is permissable, within reason, if a character is speaking or thinking it. OOC, players should behave on the forums and in the chat as they would in public.

1.7. Characters will not be allowed powers, abilities or "modifications" (such as cybernetics) with the effect of making that character invincible, or practically so.

1.8. Upon his/her "turn" to post on a thread, a player is allowed 96 hours to respond, after which the next player may choose to "invoke the 4 day rule," to confirm any actions in the previous post and other actions as necessary to continue the thread. However, if you provide prior notice that you will be unable to respond within 96 hours, exceptions to this rule will be allowed. Management reserves the right to post or "auto" on a player's behalf, A.) if the player is consistently tardy in their responses, and B.) the thread or character in question is deemed important to a plot or storyline.

1.9. A Galaxy At War is based closely on the Star Wars "canon" (or "storyline," as depicted in the films, books, and games), and players are expected not to substantively contradict canon events or alter the storyline; for example, killing a character or assaulting a planet that is essential to the canon, such as Luke Skywalker or Coruscant. However, minor deviations from the storyline are permitted when prudent or necessary. Refer to a Star Wars sourcebook or to Wookieepedia for more information on canon, and canon events. This is not an "alternate universe" RP.

1.10. Original characters only, please. "Canon" characters are allowed if they are requested and approved by management; any such request should demonstrate that the character in question will not substantively conflict with the Star Wars storyline (see Rule 1H) and, for major characters, that their presence in the RP will serve a useful purpose. Furthermore, management may revoke such approval any time it is deemed that the character is not being played in an accurate manner, true to that character's personality and abilities.
 
1.11. Certain planets are considered "off limits" in the RP, because of their potential to contradict the Star Wars storyline and tendency to violate certain other rules. Among these planets; Ruusan, Korriban, and Kamino.
 
1.12. Although parody and farce has its place in RP, players are expected not to cheapen a thread or chat for other participants through the improbable actions of their characters. In other words, no Jar Jars. Players who do this consistently will be asked to remove themselves from a thread.
 

2.1. The catastrophic destruction of planets, populations, or property with superweapons, orbital bombardment, the Force, viruses, or by any other means is not permitted unless with management approval (typically when necessary to further a plot or storyline, demonstrably).

2.2. Fleets should be maintained at a modest, reasonable and manageable size. For instance, a "fleet" should not exceed 10 to 12 vessels, depending on the faction. Also, in most instances, specific numbers of ground troops should not be specified, except in the instance of a particular battle (whereupon each combatant will state the number of troops, artillery and equipment being used for offense and defense, respectively; management reserves the right to review these numbers when posted, and if necessary).

2.3. Imperial worlds (with the exception of certain insignificant or sparsely populated worlds) and most Rebel or Separatist worlds, where reasonable, are assumed to have an unspecified number of "NPC" starfighters, cruisers or defense platforms in addition to that faction's listed fleet numbers. These "NPC" assets are to be used for defense of that planet, only. Management reserves the right to specify these vessels or platforms A.) when such a planet is attacked, and B.) when the combatants are unable to agree on a number.
 

3.1. Players are encouraged to use only those Force powers featured prominently in the films, and certain books and video games (such as "Pull," "Push," "Grip," "Speed," "Lightning," "Absorb," or "Meditation"). Lesser known powers (such as Sith "spells" or "alchemy"), catastrophic powers (such as "Storm," "Thought Bomb," or "Deadly Sight"), or any Force powers used with catastrophic effect are not permitted except with management approval.
 
3.2. In addition to the "basic" Force powers, Jedi or Sith characters should have no more than 2 or 3 specific Force powers or techniques at which they are particularly skilled. No one, not even Yoda, Luke, or Anakin Skywalker can be expected to master more techniques than this. The more Force powers your character studies, the less proficient, overall, your character will be in all of these powers.
 
3.3. There are only two "official" Sith this time period; Darth Vader and Emperor Palpatine. "Unofficially," however, the Empire is known to use Dark Jedi and Sith "acolytes" as agents and Inquisitors. These characters are trained in the Dark Side of the Force, but are not regarded as Sith. If you are interested in a Dark Side character, consider one of these.
 

4.1. In order to be represented in the Imperial Senate, a character usually must be a public figure from a particular world, then request on the Senate forum to be admitted as Senator for that world (including information on the character's goals and qualifications, and how that character was elected or selected for the job). Candidates are approved by a majority vote, once the questions and reservations of the Senate have been satisfied. Players may have as many Senate characters as they wish, but only 2 may vote on any one measure. Also, new Senators may not vote on a measure for which voting was already in progress at the time they became a Senator.

4.2. The Senate may set forth a "Motion of Confidence" if a Senator is A.) no longer fulfilling his/her duties, B.) conducting himself in a manner unfit for his office, or C.) has been convicted of a high crime or misdemeanor while in office. Because the current chair is Sate Pestage, a canon character and assistant to Emperor Palpatine, he may not be removed from office.

4.3. New bills or resolutions may be proposed by any Senator, Legate or Representative, and must be debated and approved by a majority vote. The chair (usually Sate Pestage) decides when a vote is officially closed, and may also decide to limit or forgo debate. The chair has the authority to veto acts of the Senate only for the security or stability of the Empire. The Senate, in turn, may override a veto with a 2/3rds majority vote.

4.4. Outbursts and heated exchanges should be restrained in the Senate Rotunda. If a Senator, Representative or Legate is deemed out of order, Sate Pestage, or anyone acting as chair, can issue a formal "Call to Order" against a specific member of the Senate, or the Senate as a whole. If a member violates a Call to Order, the chair may suspend the delinquent member for up to 7 days, OOC. Once suspended, that delegate cannot participate in Senate discussions or vote on any issues presented. Delinquent Senators are also likely to incur the disfavor of the Emperor.

4.5. Speakers on the Senate that are not approved Senators or Representatives must request to speak and be recognized by the chair, or by a Senator or Representative, before addressing the Senate, except in cases where a member is requesting membership.

4.6. Worlds that are populous or significant to canon are not permitted to secede from the Empire (follow the canon; the RP is set in 10 BBY, so if a Imperial world is stated to be an Imperial world in 9 BBY or later, it should not secede during the RP. This is true also of neutral worlds, such as, for example, the planet Aargau).

4.7. Emperor Palpatine, or Sate Pestage acting in his place, has the authority to appoint the chairperson of the various committees. Each chairperson, in turn, has the authority to appoint the members of their respective committees. Additional "select committees" can be established by a majority vote of the Senate.
 

5.1. It is the duty of Moderators and Administrators to ensure fair, accurate, and fun RP for all members of the site (in that order), and to enforce the rules equally, and accordingly. Management should be respectful to all members at all times, and should be versed in the rules of the site and in the precedents of previous decisions. Moderators and Administrators are also expected to be in contact with the rest of management, and to seek consensus in their rulings.

5.2. When commenting on a player's request, a Moderator or Administrator should provide thoughtful and respectful feedback to the player, and explain the reasoning of his or her decision, citing specific rules or canon events as necessary. Moderators and Administrators should also review character profiles (specifically history, weapons and abilities), and be vigilant of the forums and the chat for profanity or harassment. Management also has the authority to decide NPC "public opinion," in character.

5.3. Moderators or Administrators demonstrating a consistent bias in favor of themselves, or in favor of (or against) specific players, will be removed from management with or without prior notice; abuse of power will not be tolerated. In the words of Chance Allison; "Enforce the rules, no matter how much you'll be hated." In the rather more eloquent words of Lucius Calpurnius Piso Caesoninus, "Fiat justitia ruat caelum."
