| To Senator Ray, of Dantooine Re: Recent Events on Dantooine Good afternoon, Senator Ray. I am sorry, as is His Majesty, for the unfortunate circumstances on your world in recent days. I'm afraid, however, that I must bring you more troubling news; it seems that a Jedi fugitive who calls himself "Havoc" has made his presence known on Dantooine. Worse still, according to the information I have recieved, this "Havoc" has used your militia's frequency to give orders to your militia and, apparently, your militia has obeyed these orders in contradiction to those that you yourself have specifically given them. It is unclear whether "Havoc" was acting as an officer of the militia or if, perhaps, he was using a Jedi mind trick to present himself as one. You will understand, of course, that there is quite some confusion about these unusual events among myself and the Imperial Security Bureau. You have my assurance, and that of the ISB, that operatives will soon arrive on Dantooine to hunt for this Jedi menace and rid your world of his corrupting influence. In the meantime, please do be wary of mind tricks and perhaps advise your militia, and your customs and traffic control, to be especially vigilant. Perhaps, in the meantime, you can shed some light on these strange events for me? His Majesty wished me to convey to you his hope that the other troubles on Dantooine are resolved soon. He was distressed to recieve, recently, a petition from a man named Trebor Eel. His loyalty to the Empire appears exemplary, but he expresses a deep dissatisfaction with your government that, we hope, is not representative of your general population. If it is, it must be assuaged or suppressed, and in doing either of these it seems you must deal with Mr. Eel, who couches his grievances with words that may be disquieting to the population. My information on the man is that he comes from an influential family on your world (you see why, in the past, His Majesty has referred to the family as a social unit that is destructive to the Empire), and that his deliberate death, as a result, could have negative repercussions. Do be mindful of this as you deal with him, whether through negotiation or other means. As for the matter that we discussed in the Senate this morning, if you feel that more ships or stormtroopers are necessary, we will of course provide them. We have some concerns about the cost of this, however. This brings me to another matter I wished to raise with you: taxation. It has come to our attention that Dantooine pays fewer taxes compared with other agriworlds of similar population and profit. Your world, it seems, could do with a higher tax rate—especially if the Empire is to send stormtroopers there, in which case we would ask that your government put in place a special tax to fund the operations, equipment, housing, etc. of these troops. An income tax would not be preferable, since, according to the figures, most incomes on Dantooine are fairly small. Perhaps a sales tax on the order of 15% to 20% would be in order? Or a tax on goods that are necessary or particularly popular on Dantooine, such as farming equipment or cooking implements? A tax on the export of certain foodstuffs might also suffice. I will leave this to your judgment. Regards.

| Grand Vizier Pestage, I am pleased for a quick and timely response from the Emperor's best man. I must say that this Havoc has become quite bothersome, as he was known to infiltrate my Militia multiple times and this time I am not surprised at his actions. Needless to say, we are all weak against his Force powers... with the exception of me of course, whom had studied with this fugitive before the Jedi went rogue. You my assurance that this Jedi will not convince me to do anything. Granted others around me are not so fortunate, however I will ensure that this problem is delt with within my own government. I appreciate the support of the ISB, though I would like to mention our scanners have captured a lone fighter breaking away from the planet. We assume that this is the Jedi Havoc on the run as his name has been spread around. We do not have an exact location to his where being or where he is going, but we will be happy to transmit any data needed. The troubles on Dantooine are being handled to the best of our ability. As a small planet, we are not able to support that much taxes for the housing and support of His Majesty's stormtroopers, thus we will have to decline on such until we really are in a bundle. The Dantooine Militia are doing their best at the moment and for the time being their efforts have put down any type of terrorist act. SO do relay to the Emperor that I will not need anything for the time being. As for that General... he is being delt with.

| Senator Ray, Very well, but let us discuss taxation again in a few months. It is the opinion of my advisors that Dantooine could be a rather more profitable world than it is. For now, however, you have more important matters to attend to. I will make sure you are apprised of our efforts to find this "Havoc." Be advised, as a native of Dantooine, we expect that he will return there. I can only advise you to remain vigilant of this. I assume, incidentally, that your curfew that this "Havoc" ordered a halt to has now been put back into effect? It's come to my attention that there is a rather large, armed gathering in Garang in defiance of the curfew, instigated by Trebor Eel himself.
