Inquisitor Deschain, I have not had the pleasure of making your acquaintance but I am familiar with your deeds, including your most recent deeds here on Imperial Center, of which I have just now been informed. By all of the accounts that I have read, you have done right even if I would have preferred more in the way of consultation with my office or the Coruscant Security Force. However, while this incident does seem to have been handled capably, the Inquisitors have been involved in certain other operations that have not reflected as well on us (and by "us" I refer, here, to the Imperial government and military presence on this world). In particular, an incident has come to my attention in which an Inquisitor staged the beating of a woman on the street, ostensibly by Imperial forces, for the purpose of drawing out Jedi. It is this operation, and ones like it, that I would like to discuss with you.

I, for one, do not imagine the Jedi as "do gooders" who will hurry to the rescue of damsels in distress. Rather, the Jedi have demonstrated themselves to be a fundamentally selfish lot who value self-preservation over any sort of ethical or chivalrous value. Under the circumstances, expecting a Jedi to appear because an innocent woman is beaten in the street seems unlikely to me (although I admit that I've not been made aware, at this time, of the success or failure of this particular operation other than reports that it has involved brandishing lightsabers in public and causing distress among the people). I'm sure you can imagine, Inquisitor, that Imperial troops beating an innocent woman in the street—even if it is only the appearance of them doing so—is not productive in terms of public support for the Imperial government and military presence here and, by association, for you or I or the Empire in general. While I am, naturally, not averse to making occasional "examples" of dissidents in order to affirm the Empire's authority, I would ask that displays of such arbitrary cruelty be restrained, if possible, from the streets of Imperial Center. Especially considering what I hope you agree is the rather improbable benefit of this particular display, as I explained above.

I realize that you are not responsible for the particular operation to which I refer. It is simply my hope that, as a High Inquisitor, you can exert your influence upon other Inquisitors to restrain them from such operations on my world in the future and, perhaps, to concentrate their efforts on worlds that are not among the most secure—if not the most secure—in the galaxy, as Imperial Center is. I do not deny that Jedi, Separatists, and other fugitives may be present here, on occasion. The arrest that you made today confirms this. But surely we must agree that fugitives do not make a habit of hiding on Imperial Center. Nowhere in the galaxy is their capture more likely, both because of the extent of surveillance here to find them and the ability of Imperial forces here to capture them. There are many, many worlds that I suspect are in far more need of the unique talents of the Inquisitors than here, and it is a shame that those talents seem, instead, to be so often deployed here where they are least needed.

This is not to say that I do not appreciate the presence of Inquisitors on my world. Indeed, you do me a great honor and, as today has proven, do my forces a great service by your presence here. Not to mention that through machinations of "the Force" that I am unable to understand, Inquisitors have demonstrated themselves able to detect Jedi fugitives before even the CSF or Imperial forces can. For the reasons I have mentioned, though, I do respectfully ask that you use the not inconsiderable influence that you have in the Inquisitorius to limit their operations on Imperial Center (also, having a list of Inquisitors that are operating on Imperial Center, and what they are doing and where, would be helpful to me as well so that my forces do not mistake them for Jedi). It is my hope that we can resolve this without recourse to our mutual superiors.
