The Senator of Volus has often spoken of this being a "dangerous galaxy" and indeed it has made the space surrounding its own territory such through a combination of ineptitude and reckless disregard for the safety of Imperial Citizens. In this past week we have seen raids at Volus itself, and at our own Sensor Station at Volus. It is apparent that Volus is in a state of emergency and is completely unable to manage its space or provide defences for those close to it thanks to its mindless military focus on one single vessel.

Additionally, they have proven unreceptive to the multiple overtures from our citizenry located on a peaceful scientific mission to Volus to requests to even provision them in exchange for credits, let alone provide them any defences, they are a harsh and uncaring people, focused only on their single folly of a ship, causing anarchy to arrive in their system and surrounds. It is certainly clear to me that Volus is no longer able to govern effectively.

That being the case, I would like to request your honour, as one who I hope is more open to the value of the scientific enterprise and the protection of Imperial Citizens to deploy such vessels as he has available for such a use to the defence of the people of Vjun located on the research array close to the Volusian System until such a time as we have organised a more comprehensive defensive system for the array.

We also petition you, as a system with an interest in your sector to consider a possible intervention on Volus to restore order in its space.
