Portius, I am assigning yourself to the position of Administrator-General of the Labour Corps, in order to provide you with an essentially free workforce.
Labourers will be split into 5 Groups and will be dressed and housed according to their group in order to introduce a meritocratic system amongst them, we will create a eutopian community within our workers.
Workers on site will be dressed in their respective colors, the only exceptions are Imperial officials. This will help determine identity. Workers will be permitted access to zones they require and we will discourage access to certain areas.
On arrival they will be sitting the Labour Corps Initial Assessment, this will be a number between one and one hundred. Families scores will be averaged. Only nuclear families will be averaged (Father, Mother, Children - Not extended family). The grades on site will be (in order of seniority).
Color Coded System
White - Labour Corps Administration - Non Corpsmen on Site etc.
Red - (95+) - Exceptional Individuals to be tasked with supervision or other critical tasks, but to be carefully monitored.
Orange - (81-95) - Intelligent individuals, if not exceptional, to be allotted to skilled work.
The following will also be required to submit to a physical exam.
Yellow - (51-80) - To be assigned and trained to skilled manual labour (if physical is passed)
Grey (31-50) - To be assigned and trained to semi-skilled manual labour (if physical is passed)
Brown (0-30) - To be assigned to unskilled labour, to be given chemicals in their rations in order to assure they are able to work for long periods.
Maroon - Indented Servants, Conscripted Religious Orders etc
Tan - Slaves, Convicts, Semi Sentient or Non Sentient Aliens.
Pink - Those who have failed physical fitness test (assigned labour they can reasonably do - forfeiting training, rewards, diminished rations (survival level), mentally unfit may also be placed here depending on if this effects their work.
Advancement is to be encouraged on a meritocratic basis. Each individual will be given two scores. Obedience and Ability, both scored out of 100, the two will averaged.
Voluntary tests (in order to improve ones score) will be held monthly, compulsory tests will be held annually in order to assure all members are working in the correct position and to assure one poor result does not bias the whole process. The score will be averaged on the basis of all tests taken, if one test result is considerably below the others then it may be discounted from consideration at the discretion of the examiner (based on Obedience).
Housing will be constructed according to Colour. Whites will live off site, Reds will have 500 Square Feet per person, Orange will have 250 Feet per person, Yellow 125 Feet, Grey 62.5, Brown 30, Maroon 30, Tan 30, Pink 30.
Food will be allotted according to need and calories will be budgeted on the basis of daily requirements. Rewards may be given for good work up to 1000 calories a day. Red, Orange and Yellow Colors will be given a significant portion of their food as fresh food, again in order to reinforce the desirability of progression.
Thus there is a considerable incentive to aspire. Malcontents will naturally slip down the rankings. All workers are to be addicted (by their food) with a refined form of C17H19NO3 mixed with certain stimulants according to color, codenamed "Blue 298", this will result in them having:
A. A feeling of wellbeing in all colors,
B. A stimulated work
C. Their sleep cycle can be controlled.
The evening meal for all castes saving the Red and Orange will contain a higher dose of Blue 298 which will have the result of causing a deep and comfortable sleep for as many hours as they are allotted to sleep. Thus these lower colors will be kept either A. Working or B. Asleep, thus there is no chance or insurrection, insubordination or discontent which may arise from their housing conditions or labor if the individual is not satisfied. This will discourage desertion or hunger strikes as those who do so will find considerable withdrawal symptoms.
The daily cycle for all colors will be as follows.
0600 - Wake up
0630 - Breakfast, preparation of uniform, domestic cleansing.
0700 - Inspection (Lower than Orange only)
0730 - Depart for work location
0800 - Morning work commences
1200 - Lunch
1300 - Afternoon work commences
1800 - Afternoon work completed
1900 - Evening meal - Dispensed only in home area - Time delayed sedation dose for 2000 for Yellow and below, 2200 for above to assure suitable dose.
1930 - Curfew imposed, must be in your designated "home area".
2000 - Free time, given freedom to exercise, work for oneself, study or use recreational facilities in the areas allotted to your color.
2145 - Sleep period commences
All individuals will be chipped in order to track them and the chip will hold their records and test scores to prevent one color dressing as another. This system will be a comprehensive one in order to assure the protection of the arcology we are producing, and will produce a new breed of Deralians, hardworking. hardy, easy to control and obedient. These new Deralians will be useful, and loyal to their Emperor and provider. This will produce the most efficient, hard working and dedicated work force ever seen in the Outer Rim.

Deralia will become an example for the Sector, and we will be the architects of this change, we will see that the old feudal systems are marginalized and meritocracy and hard work prevails, although, naturally, those who are Loyal Servants of the Empire and its Governor may be granted exceptions under certain circumstances. I forsee a future for the common men with all working productively, with no more slums and with progression based upon ability.
