I have, of late, resolved that the Outer Rim is a place of immense economic potential (in terms of both materials and labor) that has been heretofore unappreciated. If you can be persuaded to be similarly resolved—and I can furnish to you the results of a number of comprehensive economic assessments recently conducted by the Brentaal Merchant Fleet that I'm sure you will, indeed, find persuasive—you will surely agree that this lack of appreciation is to the advantage of whomever may be interested in developing said economic potential; for it is, notably, a lack of competition and a lack of meaningfully prohibitive regulations. I am entertaining the possibility of sponsoring a commercial enterprise purposed as follows; to extract, transport, and perhaps refine raw materials from Outer Rim worlds that are without populations of appreciable size or sophistication, and, perhaps, to employ these populations as a source of labor for the company itself and/or on contract or sale to other enterprises, governments, the Empire, etc.

I would very much welcome your participation in this endeavor, both as one who is quite experienced in this and many fields, and who could potentially advocate with me on behalf of the company. To this particular end, I intend to propose a measure in today's session of the Senate that, if you are indeed interested in pursuing this idea, you would find it much to your, and indeed our advantage to support. Please, do me the courtesy of perusing the figures I have included with this letter, and consider lending your expertise (and investment) to this endeavor.
