Memo to the Grand Vizier

Your Excellency, Sate Pestage,

I write to you with disturbing news. I have been contacted by Senator Thanatos, who, as I'm sure you know, is a firm and consistent supporter of Imperial priorities in the Senate, quite unlike her predecessor, Senator Mothma. However, despite this, she has confided to me that an Inquisitor operating under the name of Animus has harassed her in her home on Chandrila, called her support of the Empire into question, and assaulted her security guard (for no apparent reason, she claims). I have no reason to doubt this version of events, as I have known this Inquisitor to use similar methods in the past here on Imperial Center. For a record of this, I have included with this memorandum a letter I sent to Inquisitor Deschain, expressing concern about the conduct of his subordinate, Inquisitor Animus.

I do not mean to impede the important work that is done by the Inquisitors, but I feel compelled to note to you, as I did to Inquisitor Deschain, that methods such as these appear to me to be counter-productive to the Empire's goal of a Senate (and a public) that is compliant and supportive of the Empire and its policies. While Senator Thanatos has a certain, timid quality, it's not hard to imagine Inquisitor Animus conducting himself in this manner to a more forceful Senator; no doubt, a Senate investigation into the Inquisitors would result, and this is, of course, not something the Empire would like to see (the alternative to this, of finding some means to "silence" Senators of this sort, is complicated and, while it is possible, surely it isn't desirable).

Thus, while I do not presume to make demands upon you, Your Excellency, I do respectfully ask that you consider taking some action with regard to Inquisitor Animus. It is my recommendation that he perhaps be given an assignment that will remove him from proximity to the public (and public officials) in the Core Worlds. The Inquisitor's tactics are well-suited to a certain kind of enemy; Jedi, Rebels, Separatists, etc. But I sincerely doubt there are many of these here in the Core and, thus, the Inquisitor's tactics would be better employed elsewhere, in pursuit of Jedi, Rebels, Separatists, etc. in the Outer Rim Territories, where they are suspected to be hiding. I am of the opinion that assigning him to this region would not only make better use of his talents, but would avoid damaging public opinion (and the opinion of public officials) and would also help to preserve the secrecy that is so vital to the success of the Inquisitors.

With regard to Senator Thanatos and this particular incident, I am not of the opinion that she will share knowledge of Inquisitor Animus with her colleagues, with law enforcement, or with the public. Thus, I do not judge there to be any need for surveillance or suspicion of her. I will, of course, monitor this for you for as long as she is on Imperial Center, and will report to you any concerns I have as to her loyalty to the Empire. But as of now, I have none.

Thank you for alerting me to this, Rainier. I respect your opinion on this matter, which is as well-informed as always. And I appreciate your discretion, of course. As it happens, Inquisitor Animus is seeking a new assignment and has also been requested on the Outer Rim. A simple, fortuitous solution. Not a lasting one, however—I have noticed this pattern of disrespect for Senators and other prominent public officials whose support the Empire would prefer is becoming more prevalent among Imperial personnel. To address this, I intend to issue a set of guidelines for dealing with these officials and disseminating them among our personnel. I will send you an advance copy tomorrow morning. If you wish to review it and contribute any thoughts or suggestions before it is published, you are welcome to do so.
