It has just come to my attention, through the skillful eyes of an aide in my own office, of both a comment and demand made by Governor Oswadlt. While you did bring him to order in the Senate, he spoke these words that have been brought to my attention

I must bring up the fact that while he may be acting as a Senator to Eriadu, he is also the Governor of Eriadu. The fact that a Governor insulted the appointment of a Moff, yet also demanded the immediate removal of myself as the Moff of the Cadavine sector was abhorring to say the least. From all I have heard and seen of Governor Oswaldt, his style of governing and his demands would lead more people to question the Empire, than to support them, even more so if a Governor would demand action from the Vizer against a Moff.

Along with your letter, I was confronted this morning with allegations that you've engaged in insider trading, made implicit threats to a rival company, solicited an ISB agent for information about another Moff, attempted to bribe this ISB agent, and that the letter to Governor Oswaldt that you asked me to investigate is from you despite your assurance to the contrary. The cumulative weight of these indiscretions is far greater than Governor Oswaldt having spoken out of turn, for which he has already been called to order. But I understand, now, the Governor's frustration—the letter you sent to him, and the similar letter you sent to Senator Ordan, were indeed provocative. I think the need to consult with me before you involve yourself in politics again is apparent, and I expect you will do so.

With regard to the other allegations (insider trading, bribery, etc.), the Emperor has come to expect cooperation and competition among Moffs, and naturally he also encourages ambition, too. But you must be more discreet with this ambition, Moff Verilia—attempting to bribe an ISB agent (or, say, "encourage the career of a promising agent" in return for information) is not acceptable. Nor, for that matter, is antagonizing Senators like Oswaldt and Ordan, who are among the most reliable supporters of the Empire in the Senate. Nor is lying to me about some trivial matter and having me waste the resources of the Imperial Security Bureau with a frivolous investigation. I intend this as a warning; I don't want to refer you to the Emperor, but if this happens again I will have no choice. Be assured, he is not as forgiving as I am.

In the meantime, I have spoken this morning with your chief of staff and he has agreed to a promotion and a new position here on Imperial Center. I've also chosen a new chief of staff for you. He will be empowered to make personnel decisions in your office. He is an able man and you will have no difficulty working with him. Good day, Moff.

I can assure you that the message did not come directly from myself, nor did it come from any of my aides. Of course with the ISB having been involved and still finding it came from my office as you have put it, is itself disturbing and I will open my own internal investigation as to who infiltrated my system and sent the message under the guise of myself. I'd also like to point out, that if you notice there was no bribe in the message to the ISB agent, I did not offer any credits, power, or land in exchange for this information. I merely stated that I would back him for a promotion, which I will still do, as he is a promising agent. As for this accusation of insider trading, I was merely trying to ensure that a fellow competitor would stay in business, as I would hate for me to have no competition in the industrial ventures.

Do not misapprehend me, Moff, but I thought it quite generous to "let you off with a warning" for your litany of indiscretions, especially when some on the Ruling Council desired you be terminated as Moff of the Cadavine Sector. I don't appreciate my generosity being repaid with obvious lies that assume me to be a credulous fool. You signed the letter, Verilia—a letter that the ISB has confirmed has not been tampered with. If you really intend to claim you didn't write it, a far more serious charge arises; that you (or your subordinates) have criminally neglected the security of Imperial documents. Someone would be fired for it, and I will leave it to your imagination who that someone would be. I suggest you don't persist with this, Moff, so that we can put it behind us. I said good day.
