Director, a recent message from Moff Verilia to Governor Oswaldt implied that the Moff's nephew, Lord Zarcaine, the leader of the Cronese Mandate, could be of the persuasion of seceding from the Empire if he is so inclined. I've heard grumblings about this elsewhere too, and having examined recent opinion polls in the Cronese Mandate I can't but suspect it may be possible for him to secede and enjoy the support of many of his people in doing so. This concerns me.

I would like Imperial Intelligence to conduct a campaign of support for Imperialist media and political movements in the Cronese Mandate. Funding for sympathetic newspapers, for instance, and for pro-Imperial opposition parties. Nothing unsubtle, mind you--a Tallaan treatment is premature. But an effort must be made to marshal the support of the people of the Cronese Mandate for the Empire. I would suggest, in doing so, taking advantage of existing divides in Cronese society. Class differences, for instance, and royal rivalries. I'm interested to hear your thoughts on this, Director.

Grand Vizier, I have heard of these startling claims by Lord Kuriyoshi. Intelligence has been indeed following this situation, and working in conjunction with the military's High Command, on various solutions and responses to the situation. It is disturbing that a people to whom we gave the gift of independence would turn on us so quickly, suddenly, and disturbingly. It is unfortunate they know nothing of loyalty like those of the similar Allied Tion Sector. I can begin this campaign within the month, and already have Destab teams into position. Before we begin such, however, I would like to present other courses of action. One, actually.

It is the reverse of what has been proposed. Obviously, the people of the Cronese Mandate are fickle and disloyal to the Empire, as it has been the natural course they have taken. To me, looking down the road, a more aggressive response will be required despite our efforts. Thus, I would suggest, the opposite. Instead of attempting to turn the populace solely towards us, we use a more... complex approach. Indeed, we use class differences and royal rivalies, incite the population into pro-Imperial stances, perhaps. The main part, however, is we make pressure within the Cronese government to in fact secede, following which the population cries out for our assistance, and we response by invading the Cronese Mandate and install a pro-Imperial government which is more... reliable. Please let me know what you think of this alternative action, before I begin the operations.

Armand, you are a fine and able man and I would have no one else at the helm of Imperial Intelligence, but you suffer occasionally from an overzealous disposition. Patience, Director. While I don't rule out the operation you propose, surely you will agree it will be more effective if time and funds have been invested ahead of time in strengthening the Imperialist minority in the Cronese Mandate. (There is an Imperialist minority, too. I can't agree with your characterization of the Cronese Mandate as "fickle and disloyal" when almost a third of its people disapprove of Senator Kuriyoshi's anti-Imperial tirades).

That is what I've asked you to do, and it is all I ask you to do. A standard operation, Armand—funds for Imperialist publications, the cultivation of contacts and operatives among prominent politicos, nobles, etc. Destabilization is not the objective at this time. This operation is intended, eventually, to support a military campaign in the Cronese Mandate, not precipitate one. It would be premature to do so on the basis of hearsay about Lord Zarcaine's intentions, and without first doing the sort of ground work I've described. Please do carry out your mission, Director.
