General Bar Tenko of the Gungan Resistance
It has come to my attention that tensions are reaching a boiling point between the Gungan Forces and those of the Imperial Army. Both sides must understand that I cannot allow a war to break out on 'my' planet. I propose a meeting between both sides so a peaceful resolution may be found. I would like to mediate this peace in the palace in Theed at the next full moon. I am looking forward to meeting and working with both sides then.

Your Majesty, I was unaware of any tensions between the Empire and the Gungans. A few extremists making outlandish claims, perhaps... and an unnecessary and fictional "declaration of freedom". It seems to be rather, an internal issue of Naboo's, between the Naboo and the Gungan peoples. I will lend a hand, in my capacity as Military Governor, in these talks, should it still be considered necessary. However, as Naboo wishes to maintain sovereignty and limit Imperial involvement, I would advise against this, for your sake. Perhaps your own Governor, Mercutio, could handle this affair? I don't mean to come off as telling you how to rule your planet, but I am merely advising you in my capacity and in consideration of your established goals for your people and your planet.
Should a real conflict break out, do not fear or fret, the Empire will protect you, your planet, and your people. However, I think it is very inappropriate to deem the baseless claims, false accusations, and otherwise imbalanced views of a small minority of extremists as the view of an entire people. As I said in my press briefing upon my arrival, Bar Tenko is a mentally disturbed individual, who has delusional view points, and is accompanied by a small, untrained band of like minded individuals, who are as likely to commit to war against the Empire as they are against the Naboo. It is ultimately up to you, m'lady. Please notify me as soon as possible if you will require my presence and services.

I hope that this hand written letter will find you well, and that the Imperial Censors have not gotten to it before you are able to read it. If so I fear then that many of the words written will more than likely be covered in a large black bar to prevent you from seeing what you should see, and only being able to read what they wish for you to read. I can say this much for sure, while I would be accepting of such a peace talk, it has been expressed to me by those under my command, their own fear in allowing me to attend such a summit. Even more so with the Empire being on the other side of the table, and the possibility of us being prevented from leaving the palace once we arrive. It is with a heavy heart that I must in this case decline such an offer from you your Highness.
I feel though that I must speak up on the words spoken by a General Relius of the Empire. I have listened to his words and have found them much the same as any other Imperial acting under the false claiming of a High Human Culture, mainly from the fact that he would rather talk down to his enemies, than respect them, such a thing is what has seen many others fall for their arrogance. I can assure you your Highness that I am in fact of sound mind, spirit and body. That my Declaration of Freedom was to encourage those that the Empire is pushing down with the use of slavery and tyranny to stand strong and fight back against such horrible things.
It has also come to my attention, from my very mindful and attentive Majors under my command, that the words spoken by General Relius seem to be those that wish to cause the Gungans and the Naboo to war against each other. This is such a thing that I would hate to see happen, even more so after the honorable Queen Amidala and Boss Rugor Nass brought the two people together in peace and working together like we have not done before. I wish to openly express that I will not harm any RSF in my actions against the Empire, and should any harm come to those members of the RSF or the people of Naboo, I can assure you that it was not done by the actions of a Gungan, no matter how many times the Empire says otherwise.
I hope that this letter will shed some light on my stance, and that the Declaration of Resistance in the name of Freedom is in itself a proper and rightfully spoken document of our intentions to see Freedom returned to the planet Naboo. Please be careful your Highness, we have already seen Queen Apailana murdered at the hands of the Empire for her actions in protecting the innocent, I would hate to have the news delivered to me that the same has happened to you.

The Naboo and the Gungans, while sharing the same world technically, are two very different peoples who live in two very distinct worlds. I will do my best to speak with them about this unstable man, but I fear that more Gungans may secretly agree with this man and his declaration of freedom he has issued. Your Majesty, I thank you for listening to my words. As I said, I am still open to these talks you wished, but that would of course require the other side to be willing to cooperate. It is troubling to me, to hear that the Gungans, a people unharassed and given as much liberty as any cooperative and loyal species, feels as if the viewpoints of Tenko's extremist group are valid. Yes, slavery is legal once more. However, the majority of such actions are indentured servitude, rather than outright slavery, usually as an alternative means for debtors and minor criminals to pay off their debts to society. Slavery is only used as a punishment of dissident individuals, as a productive alternative to imprisonment, which, in combination with indentured servitude, has decreased both prison populations and the strain the prison systems takes upon society and planetary and galactic budgets.
To my knowledge, no Gungans have suffered neither fate, and we have yet to take any action, unless otherwise necessary, towards the Gungans or the Naboo. We had to come here due to the previous government hiding fugitives that attempted a coup d'etat against the legitimate and legal government of the galaxy. Without the treachery of the Jedi, the Galactic Republic might still be standing. I think that people don't realize how much that single act shocked the Galaxy and required such drastic reform. It is unfortunate what happened to Queen Apailana, and I will do all in my power to avoid such operations from occurring again. Such a peaceful and beautiful world should not be scarred by warfare, as Naboo has. Unlike the soulless individuals who controlled the CIS, the Empire is not blind to Naboo and its beauty. You have indeed, one of the perfect societies of the Galaxy, and I hope to maintain that. It is individuals such as Bar Tenko, who threaten your society and your world, who threaten to bring war upon it again. I will do what I can to avoid such a fate, but remember, above all else, I am a soldier... a warrior who proudly serves the Empire. I will do, what I must.
As I said, however, I will help you in any way possible in these peace talks, be it between yourself and Bar Tenko or other extremists, yourself and the Gungan leaders, or yourself and other Naboo. I am here to preserve and promote the Empire's image in this capacity, and frankly, fears that are founded only in fears generated from horrid propaganda, are not fears that should exist, but are fears that are difficult to control. I will make appearances when necessary with yourself to ensure these fears are eliminated. It will take me supporting yourself and Governor Mercutio, and you and Governor Mercutio supporting me, to make this truly work. Perhaps once I am more settled on Naboo, we should meet and discuss our views and visions for Naboo.
