I will be candid with you; the Ruling Council has acted in haste with regard to your Monor II operations. Mr. Meem, the Imperial liaison you've been in contact with, was recalled to Imperial Center to be disciplined for having violated the policy of the Ruling Council to be uninvolved in local disputes unless the Empire has a compelling interest in them. Mr. Meem informed us, however, of the strident opposition of this "Agapos" character to Imperial mining concerns on Monor II, and while it was irregular for Mr. Meem to approach you on this issue rather than inform the Ruling Council of his concerns, and while I suspect he did so for the purpose of career advancement, it cannot be denied that he was rather intrepid in addressing the problem of Agapos without necessitating the involvement of Imperial forces. Rest assured, Mr. Meem has convinced the Ruling Council that Agapos is, indeed, a "problem"—a problem greater than I understood it to be in our last communication.
However, the Empire has expressed its neutrality in this particular situation, as you know. It is my opinion and that of the Ruling Council that this can be used to our mutual advantage; that is, the Empire can, in fact, provide assistance to your operations on and above the planet provided you assure us that this assistance will be treated confidentially, so that the Empire's protestations of neutrality will continue to bear weight. Would you be amenable to this sort of arrangement, Senator Ryuun? If so, Druckenwell's interests as well as those of the Empire would be well-served.
I will go into more detail once I know your thoughts on the matter.

It troubles me that the Senate cannot see their way past calling this a blockade. They seem to think violence is all that is being undertaken at Monor II. My people have been threatened and we have been willing to overlook that. It is understandable that the Empire must take a stance of neutrality and not show favor to one side or another in this uneasy matter. Of course, any assistance the Empire is willing to give will be treated with all the respect and confidentiality that is necessary. This is one of those rare situations where the Empire, it seems, is served well by the workings of a third party. Anything that benefits the Empire is something we are willing to undertake.
By all means Chairman, please tell me these details.

I did not doubt that the Empire could depend on your cooperation. As for specifics; the Empire will consider dynamic solutions to the problem of Agapos himself, so this isn't a problem that Druckenwell need concern itself with. However, you might endeavor to weaken his power base and consider disrupting his ability to communicate with his people and mobilize their support. To this end, the Empire will conduct a number of TIE surveillance flights over communications and sensors infrastructure on Monor II and, upon his return to the planet tomorrow, Mr. Meem will share this data with Druckenwell's ships. What you do with it will be a matter for your discretion.
Also, it has come to our attention that a number of Imperial worlds are in the process of mobilizing ships to deliver "relief supplies" to Agapos. Imperial Intelligence will do what it can to prevent these ships from reaching Monor II. The Ruling Council does not want to see Monor II become a cause célèbre of the far right.

This is a valuable asset you have offered me, and I assure you it shall not be wasted. A disruption of communications would be well along the path, providing we do not harm the citizens of Monor II and providing the disruption of communications can be justified; not hard to do based upon the threats he communicated to the leadership of Druckenwell's assets. I look forward to meeting with Mr. Meem as soon as possible.
In the event other vessels arrive, things could get tense, Chairman. Druckenwell may need to pull additional assets from its home front to ensure that the ships at Monor II are well-kept safe. Additionally, if outside support could be garnered, perhaps from Sluis Van or Vjun, we may well be able to fend off any 'relief' ships in a standoff.
