Guidelines: Meeting is to be considered as Secret, all discussions within the Meeting are to be confidential. All Individuals may speak freely so long as another individual is not speaking.
Gemmell sat quietly on his office chair, having just had a delicate line of stimulants in order to help enhance his cognitive capacities temporarily, reading a situation report from an adjunct. He smiled and activated the meeting.
"I open this meeting with a statement of purpose, His Majesty and Grand Vizier Pestage have expressed their desire to me to resolve the "Independent Hapan Nation" in a swift and satisfactory manner.
This "Independent Nation" has large capital-class vessels within strike distance of the Nulan System, Stend System and Santarine System, as well as the many other Imperial Worlds, it is possibly even a threat to the Sector itself. The movement does not seem (yet) belligerent but could easily become so as it possesses considerable forces.. and is run by women.
Having conversed with individuals in contact with their Government, they have expressed a desire to expand (although avowedly outside of the Empire), and stated the "nation" is wealthy..
Thoughts gentlemen? Suggested courses of action?"

| There's a lot we don't know about the so called Hapes Consortium, and even less about this supposedly "Independent Hapan Nation." It seems to me there are two things we know for certain; first, the history of the Hapes Consortium as we understand it is one of deceit and conquest, and second, it seems that this Da'shune fellow has indicated to the Senate that his "refugee colony"—if that's what we're calling it—is one that rejects the reputed matriarchy of the Hapes Consortium itself. However, even if this is true (which seems open to doubt, as Da'shune could simply be an operative of the Hapan matriarchy), there's no reason to believe that he won't share the desire for expansion and conquest that is characteristic of what we know of the Hapan mentality. As you say, Lord Gemmell, he could indeed be a threat.
There's another possibility though, if we operate under the assumption that this Da'shune fellow is telling us the truth about "fleeing" the Hapes Consortium to found an independent colony. Surely we agree the Hapes Consortium is a potential threat to the Empire—behind those closed borders, Intelligence suspects that untold thousands of capital ships are in operation. This "Independent Hapan Nation" could be quite an embarrassment to the Consortium and even a danger to it, too. I think we should consider the possibility of supporting this "Independent Nation" (in a cursory manner, perhaps) in the hope that A.) we can acquire intelligence on the Hapes Consortium from Da'shune or his cohorts, and possibly B.) it can be used as a proxy in a potential conflict with the Consortium itself.
I don't advocate this necessarily since, as I said, there's quite a lot that we don't know. Perhaps Senator Oriel's fact-finding mission will yield us more useful information. Ultimately, however, I will support the decision of the Council on this matter.

| Gentlemen, Below I list the Imperial Naval Assets available to my Sector's fleet. I believe we can break the Hapans here with little trouble, and I will now elucidate as to why we should do so.
The world in question is an ancient possession of my Sector and has been a member of the Republic in the past (and is now accordingly the property of the Empire). These men, cast from the Hapes Cluster number less than half a million and dare to bite their thumb at the Majesty of the Emperor by seizing his worlds.
Whether or not they are in favour with the regime currently ruling in the Hapes Cluster is irrelevant, what is relevant is that the Emperor's sovereign possession has been invaded by these Hapan "detectors".
I was taught a maxim in school, "Never trust a traitor".
If these beings are friends of the Hapes Cluster then it logically follows that we must be robust in enforcing Imperial law on it's worlds (no matter how remote) or else we will set a precedent for them to settle on other Imperial worlds and expect to be independent.
If these beings are traitors and detectors from the Hapes Cluster they should also be moved against with all haste... These are beings who have already become rebels to one regime, this logically increases the probability they will do this again. Also, their recognition provokes the Hapes Cluster considerably.. I disagree with any notion they could be a bastion to help defence against the Hapans, there are less than 500,000 of these beings, less than one sub neighbourhood on Imperial Center or Alsakan!
In order to protect the prestige of the Emperor and the status quo with the Hapan Cluster I propose the following solution:
I will take the Sector Fleet to their world and offer them generous terms.
1. All Hapan design warships must be surrendered to the Imperial Navy. 2. All beings wanted by the Hapes Cluster's government will be returned without further ado. 3. The world will accept an Imperial Garrison and Governor, in exchange for this their officials may continue to run this Imperial "Hapan Nation" as they wish, their day to day governance will be maintained, they will be entitled to vote for/appoint a representative to the Sector Legislature and Imperial Senate. 4. Every citizen will pledge an oath of allegiance to the Emperor in exchange for full citizenship rights and responsibilities. 5. Any citizen who does not accept article 4 will be given 2 months to leave then deported to the Hapes Cluster.
If they refuse these lenient terms (more than many insubordinate worlds have had) then the Sector Fleet will engage and incapacitate their fleet then subjugate their world as per Imperial policy, giving no quarter to those who do not recognise Imperial rule.
I would like to apologise that their vessels were not turned back before they entered my Sector, the Commodore commanding the pickets has been appropriately disciplined by a Naval Tribunal.
Whichever outcome the Hapans accept we will gain tactical scans of their vessels (if not outright capturing them) and will gain a knowledge of their tactics and technology which will outstrip everything we presently have.
It is not acceptable for citizens of a foreign power to establish colonies in an Imperial Sector, if we do not take a robust line on this every sector of the Empire near a border with another power will feel threatened (and justly so).
We must show these "Independent Hapans" that if they wish to reside in an Imperial Sector they must be "Imperial Hapans". Good loyal blood was shed for this world in the past, I must argue that in respect of this blood and for the good and glory of the Empire we must proceed with the course of action I have elucidated (or indeed one more punitive to the "Independent Hapans")

| Do we have further opinions? I feel the settlement offered by Moff Lestrade is a generous one which offers these Hapans a fair part in our society without discriminating against them and also is very lenient considering their apparent invasion of Parein II, treading as it does, rough shod over the people of Parein II and the dignity of the Empire.
Admiral Hines, how do you feel with regards to Moff Lestrade's compromise?

| The Moff's reasoning is sound—I did not mean to understate these circumstances, which do fit the description of an invasion of the Empire and the conquest of an Imperial planet. I'm willing to accept that this was unintentional on the part of Mr. Da'shune, but nonetheless a resolution is necessary and Moff Lestrade's seems to me a wise and prudent one. We can't establish a precedent whereby the invasion of Imperial worlds (intentional or not) is rewarded. Assimilation into the Empire is a generous option for Mr. Da'shune, though if he chooses not to accept it I wonder if he'll be permitted the option of leaving Parein II, and indeed Imperial space, for another world? He has made intimations to this effect in the Senate, as I understand it. It's worth noting that this would free us of potential reprisals from the Hapes Consortium for appearing to permit Mr. Da'shune's people safe harbor (which, in effect, we would be doing under Moff Lestrade's plan).
Things to consider, gentlemen. While I do support the Moff's proposal, however, I must insist that Senator Oriel conclude his diplomatic mission there first; the presence of an Imperial Senator on Parein II could complicate matters, and having concluded his mission I don't doubt that he will have information of use to Moff Lestrade's forces, too.
