You will forgive my lack of all your titles, I hope, for they are grand and numerous and I have not the time to pen them in during this board meeting. I recently noted you have broken your contract with Eos in favor of a better partner. Perhaps we can be of use to one another in this regard. I would be willing to meet with you, or better yet, have one of my officials meet with you if you prefer, at a location and time of your choosing. Do let me know.

| Dear President Smith,
I thank you for dispensing with titles, while my people may be highly religious and enamored with traditions, I personally stand at a much more pragmatic place than the rest of the Priesthood and am glad to talk to you.
I offer the same terms:
1. Cirrifog mining will be done in compliance with Monor II religious law.
2. Research will be done on Cirrifog depletion, upon the conclusion of this then appropriate quotas will be set which are sustainable and do not threaten our population. This will be evaluated biquarterly by an Independent group of scientists.
3. You will use your vessels to patrol our space until we have a fleet.
4. Fair and competitive prices (decided by independent accountants) will be paid to our Government to pay for the Cirrifog mined. In addition the miners will be competitively paid and well trained, they wil be granted reasonable arrangements with regards to retirement/sickness/workplace injury. This will be negotiated with local miing unions.
5. Strict safety standards will be help as sacrosanct in all facilities.
6. Your companies will help build and sustain a Monor II defence force to guard your facilities and our world (this need not be large, just a squadron of fighters and a small patrol ship or two).
However, this time, we do not wish to offer exclusive mining rights to a single corporation (after the mess Moff Verilia has made). As such we are willing to grant you 50% of the mining rights to our world so long as you can present another company to exploit the other 50%. I am willing to allow the split to be along different lines (75/25) if you would prefer, but I would like to see a second operator on our world.

Your terms are acceptable, especially in light of the mess Eos has created at Monor II. We agree to the terms under the following stipulations:
1. All vessels chosen to act in defense of Monor II and Dorvalla Universal assets will be selected strictly by the Dorvalla Space Corps, a branch of Dorvalla Universal.
2. No vessel provided by Dorvalla Universal will be utilized in a hostile manner against vessels, stations or assets outside of Monor II's boundaries and furthermore will retain primary discretion as to the threat of an approaching vessel.
3. Dorvalla Space Corps vessels larger than fighter size are permitted to have an officer of Monor II aboard to assist and facilitate what may be considered a threat to the planet.
If you wish to find a second operator for Monor II, you may need to do that on your own. We see no need to monopolize and are willing to share, but Dorvalla Universal rarely partners with an outside organization. Perhaps you may approach the LGMC?

So long as you sign the terms you will have 50% of the rights for a period of 5 years. After this period you will be given preferential status for rebidding.
