Grand Vizier,

After further investigation into various planetary fleets across the galaxy, I have seen that many of them have either disregarded the Act all together, or have been given a waiver by the Empire to acquire ships that are marked as "Capital Class" to be added to their fleets. I will be introducing a Bill in the coming days that would repeal the Capital Ship Act, and it would be greatly bolstered if the Chair were to support the bill that will be introduced.

Senator Veritas, what is the opinion of the Defense Committee on a potential repeal of the Capital Ships Act? It's certainly true that a large number of Imperial worlds appear to be in a state of noncompliance with the bill, and the Empire has indeed been generous in the issue of waivers. Under the circumstances, can you provide us a brief assessment of the benefits and drawbacks of repeal as you see them?

The negatives of a repeal of the Capital Ship Act would be an open access to purchase or construct any capital ship or any make or type by all local governments under the rule of the Empire, and legal ability to modify any craft in any fashion.

The positives of a repeal of the Capital Ship Act would be an elimination of bureaucracy necessary for monitoring and enforcement, an open ability of our worlds to develop their defense, and no further waiver applications which the Defense Committee and Throne has been bombarded with.

Ultimately, after consideration, it is the feeling of the Defense Committee that the Capital Ship Act should be repealed, for the benefits outweigh the drawbacks when logically considered, and should any concern exist towards the drawbacks, we merely have the oversight abilities of the Defense Committee to lean upon. A repeal of the Capital Ships Act would also benefit upcoming policy changes, which we will discuss at another time.

Gentlemen, It would appear that Senator Oriel has introduce "The Capital Vessels Act II" to the Senate, which would further tie up the hands of the Empire in the red tape of bureaucracy. He has included parts to the Original, that would in effect, tie up the ability of corporations to protect their assets from pirate attacks. These new additions to the original bill would also greatly hinder the ability of those nationalized corporations of the Empire, and would prevent them from legally and ably defending their cargo, which in effect, would be hindering the Empire's own work.

Senator Veritas, it would be greatly appreciated if you were to vote in favor of a Bill that would repeal this act that I intend to submit to the Senate. I also understand that the Chair must remain neutral in this sense, yet it would be helpful if the chair were able to give a subtle push to the other Senators, to vote in favor of the repeal Bill that would cut the red tape of bureaucracy that this Capital Vessels Act has bound the Empire's hands in, the very same red tape that the corrupt Old Republic was so very fond of.
