I have proposed a new Capital Vessels Act. It is an act to largely replace the original Capital Vessels Act with one which has been proven to be deficient in several respects (in that it has several loopholes and is arguably too strict in other respects). I write to you because you were not a member at the time that the Senate passed the predecessor act and I would value the opinion of the "new blood" in the Senate.
The Act is proposed for the following reasons: - To restrict Capital ships to prevent planets devastating eachother with widespread "Base Delta Zero" operations. - To protect the Empire's citizens, crewmen and worlds by reducing the chance a renegade planetary fleet would be able to destroy Imperial vessels. - To clarify the enforcement of the legislation and set out clear rules. - To allow legitimate planetary fleets, corporate fleets and individuals to own large ships within certain constraints of responsibility.
The Act does not: - Prevent worlds owning capital ships in most circumstances. - Create red tape (the process is streamlined in the new act).
