I am greatly saddened by your decision to change your vote on the Capital Vessels Act. I have long believed that you and I share a common bond of friendship and mutual respect for eachother. I am perplexed by your reasoning in the decision to change your vote? What convinced you to vote against the freedoms and protections this act offers all in the Galaxy.
Your world enjoys the protection of the Empire, but think of the countless thousands in the galaxy who do not. Think of the smaller worlds who simply cannot afford aggressive fleets - we cannot allow corporations and planets to build these destructive warfleets with the potential to lay waste to swathes of the Galaxy.
I have added to the bill a request to the Empire to allow your world to possess a small fleet for exploration and humanitatarian purposes. I hope in the light of this boon to your world you might reconsider your vote and back this Act which helps secure the future for all of us.

My.change in vote was due to what I indicated quite clearly in Senate. Mr. Fitzgerald made several points that caused me to reconsider my stance on the issue. That in no way affects the 'friendship' or typically mutual views that we share. Nor does it have anything to do with the utmost respect and admiration that I hold for you. You are an incredibly passionate and generous honourable man, and I admire that.
While I appreciate your ammendment to the act to add a fleet for my beloved Chandrila, I am concerned about the motive. It feels as if the addition is purely moivated by your desire to change my vote back in favor because you know the passion that I hold for.giving Chandrila back what was taken from her, even if it is just in an 'exploration' capacity. You cannot guarantee me that the Senate will vote for his to happen. I could change my vote, only to then be told that even an exploration fleet is not permitted. I hope that you understand my concern.
I am not saying no, Bernard, but do not take this as a yes either.

I am very sure that your people would at least prefer that you were supporting some act which favoured them and sought to help strengthen their military once more than one which may come in the future which seeks only to proliferate dangerous weapons and allow them "back on the street". On Chandrila you can't buy a disruptor and walk around with it - why should planets be allowed to walk around with weapons designed to destroy other planets? Much better that we allow them a sensible defense.
I honestly cannot see why you would object to this legislation which seeks to help everyone, now above all your own people.

It appears that your concern for my vote was in vain. Your measure has passed despite my change of heart. I apologize, but my conscience would not permit me to vote in favor of something in which so many questions had been raised. I admire your passion for your cause, Senator. It is very noble, indeed.

| A measure that you added, Senator, after the fact to try and bribe me to change my vote back to what you wished it to be. Sadly, the Grand Vizier closed the vote before I could comment any further on the matter.
Fortunately, there are other plans already in the works for Chandrila's fleet. I do appreciate your concern, however self-motivated it may have been.

| Apologies if my words were harsh, but I have not slept well in the last 24 hours due to the rush of votes defecting from support of the bill.
I do not mean to appear brusque but when a man has worked for so long on something and sees it almost collapse, he can become rather on edge.
