I propose the following agreement between us for our mutual defense.

Security Treaty between the Members of the Empire in the Rim


THE PARTIES TO THIS TREATY,
REAFFIRMING their faith in the purposes and principles of the Charter of the New Order and their desire to live in peace with all peoples and all Governments, and desiring to strengthen the fabric of peace in the Galaxy.
RECOGNIZING that members of the Empire already have existing defence commitments.
DESIRING to declare publicly and formally their sense of unity, so that no potential aggressor could be under the illusion that any of them stand alone in the Rim.
DESIRING further to coordinate their efforts for collective defense for the preservation of peace and security pending the development of a more comprehensive system of regional security in the Rim
THEREFORE DECLARE AND AGREE as follows:

Article I
The Parties undertake, as set forth in the Charter of the New Order, to settle any interstellar disputes in which they may be involved by peaceful means in such a manner that Galactic peace and security and justice are not endangered and to refrain in their interstellar relations from the threat or use of force in any manner inconsistent with the purposes of the Galactic Empire.

Article II
In order more effectively to achieve the objective of this Treaty the Parties separately and jointly by means of continuous and effective self-help and mutual aid will maintain and develop their individual and collective capacity to resist armed attack.

Article III
The Parties will consult together whenever in the opinion of any of them the territorial integrity, political independence or security of any of the Parties is threatened in the Rim.

Article IV
Each Party recognizes that an armed attack in the Rim Area on any of the Parties would be dangerous to its own peace and safety and declares that it would act to meet the common danger in accordance with its constitutional processes.
Any such armed attack and all measures taken as a result thereof shall be immediately reported to the Senate of the Galactic Empire. Such measures shall be terminated when the Imperial Senate has taken the measures necessary to restore and maintain interstellar peace and security.
Each signatory will commit to collectively protect the others in the event of an assault on any one.

Article V
For the purpose of Article IV, an armed attack on any of the Parties is deemed to include an armed attack on the metropolitan territory of any of the Parties, or on the territories under its jurisdiction in the Rim or on its armed forces, public vessels or spacecraft in the Rim.

Article VI
This Treaty does not affect and shall not be interpreted as affecting in any way the rights and obligations of the Parties under the Charter of the New Order or the responsibility of the Empire for the maintenance of interstellar peace and security.

Article VII
The Parties hereby establish a Council, consisting of their Foreign Ministers or their Deputies, to consider matters concerning the implementation of this Treaty. The Council should be so organized as to be able to meet at any time.

Article VIII
Pending the development of a more comprehensive system of regional security in the Rim Area and the development by the Empire of more effective means to maintain Galactic peace and security, the Council, established by Article VII, is authorized to maintain a consultative relationship with States, Regional Organizations, Associations of States or other authorities in the Rim Area in a position to further the purposes of this Treaty and to contribute to the security of that Area.

Article IX
This Treaty shall be ratified by the Parties in accordance with their respective constitutional processes. The instruments of ratification shall be deposited as soon as possible with the Governments involved, which will notify each of the other signatories of such deposit. The Treaty shall enter into force as soon as the ratifications of the signatories have been deposited.

Article X
This Treaty shall remain in force indefinitely. Any Party may cease to be a member of the Council established by Article VII one year after notice has been given to the other signatories.

Article XI
This Treaty may be signed by any Rim planetary government, members will be admitted or denied by simple majority of the members of the Defense Pact. Sector Governments and coalitions of worlds as well as members of the Empire outside of the rim may sign this treaty but shall be considered observers and the signatories shall not be obliged to see to their mutual defense.

The Cronese Mandate will not be signing this. This "Treaty" as you call it would cause more harm than good. It would turn Imperial worlds against the Empire. I request that those whom have already signed this think carefully. What will you do when the Empire seeks to pacify Agapos, a known radical, when this treaty would force you to come to Monor II's aid in such a time. This treaty does nothing less than set up Imperial worlds to rebel and stand against the Empire. The Cronese Mandate will have nothing to do with such a thing, and I feel that I must inform the Empire that a known radical planet is seeking to set up Imperial worlds against the guiding and orderly hand of the Empire.

I do not see how it causes anyone to act against the Empire. Inform who you will, but keep the ills of the Cronese Mandate out and away from the good of this treaty. We don't need your defeatist attitude.

If you will note, dear Senators, that this act re-affirms our faith in the Empire and our conviction that conflicts are best solved through the medium of the Imperial Senate.

We are not radical, we are already passive. We are a peaceful people who love our world, love our god, love our freedom and love our Empire.

The Cronese Mandate is (as it is with its laws) attempting to weaken the Outer Rim worlds and take away from them any potential to defend themselves from malicious alignments such as his own, or those of the militaristic core worlds.

I agree with the words of Agapos, has been a secularizing influence on his people and has moved to improve Cirrifog production, he is the ideal pro-Imperial ruler for his world if his actions are to be believed..
