Admiral, you're aware of the charges that General Adenn has made against his subordinate, Commander Merav, for her conduct during the surface campaign on Algarian. I don't deny that her conduct is inexcusable, as I'm sure you agree. But you also agree, surely, that her conduct could prove embarrassing to the Empire if it becomes public knowledge, and for this reason it may be prudent to avoid a court-martial if possible. There is also the question of Commander Merav's psychological state during the Algarian campaign—prior to the campaign, she endured a traumatic incident on Corulag of which you're probably aware (if not, you will find a summary in the records of the Corulag operation). I noted eccentricities in her behavior at this time and endeavored to have her submit to a psychological evaluation. But it was decided that pulling her from the field at a moment when she was already commanding elements of the 13th Legion in lieu of General Adenn, who was occupied elsewhere, could be damaging to the cohesion of those elements and an evaluation was, thus, delayed.

Had I suspected this would result in the deaths of soldiers under her command, of course I'd have pressed the point. I suppose we can find some solace in the knowledge that they were only clones, but I digress. I continue to be of the opinion that Commander Merav is in need of a psychological evaluation, and I don't doubt that a favorable diagnosis (by which I mean one that finds her to be of diminished capacity on account of her traumatic experience) can forgo the need for a court-martial. Perhaps, in this circumstance, a formal reprimand and mandatory medical leave would be appropriate. That, and citations for the clones that General Adenn has described as having shown heroism and gallantry in the field. I'm interested in your thoughts, however.

Admiral, I find myself in agreement with your assessment and solution to this matter. Commander Merav has become a symbol of late, showing that clones are not necesarry to maintain the Stormtrooper Corps, and that birth-born humans can handle the intense training and stressful environment of the Stormtroopers. I am aware of the incident on Corulag, but I had hoped that the Commander could prove herself ready for field duty. Obviously, she is not, and time off would surely do the Commander some good. Should formal reprimand be made, and mandatory medical leave be taken, I will also stand against a court-martial; I must note I am also against a demotion of any sort.

With General Adenn back in command, and the possibility of reinforcements early next year, I believe the Algarian Campaign is not in threat of failing should Commander Merav be pulled from the lines. The citations should also be pushed forward, something we can put the focus on to distract from Commander Merav's breakdown. If need be, we can always call upon our various assets to ensure that Merav has some sort of public cover of her activities. This has been tried and true with Renetasia, so we should have no trouble here. Should anything come up, please let me know, but I believe your management of the situation thus far has been ideal.
