To the distinct Robeir XXII of the Cronese Mandate,

Be advised that the Imperial Senate's Commerce Committee is unanimous in its opinion that the Cronese Mandate's embargo of the planet Embaril is a drastic and premature response to an incident whose circumstances remain ambiguous at best. The Commerce Committee, which advocates consistently for free trade policies and against impediments to free trade, urges you to reconsider this embargo and lift it so that the Committee has the opportunity to study its economic implications and advise you of its necessity. Without this opportunity, the Committee will have no recourse but to recommend to the Senate a resolution of disapproval of the embargo. I write to inform you of this in advance so that you have an opportunity to act as a prudent and responsible defender of Cronese interests and lift this embargo before it results in significant detriment to the Cronese Mandate.

Be aware, Sir, that Moff Versio and other interested parties are considering armed intervention, and I'm sure this is not something you wish to see or to attempt to justify to the Cronese people over the issue of several hundreds of Cronese refugees who tragically perished in what was, it seems, a genuine accident.

It would appear, from what my own aides have informed me of, that many people may or may not understand the exact nature of this Embargo. As you can see, it is in fact a legal action being taken by the Mandate, after having given proper warning to Embaril, which had been warned that they would be held accountable and responsible for the safety of the Cronese Refugees fleeing from Embaril, which means that it was Embaril's responsibility to ensure that the vessel the Refugees were one was one that was sound and fit, as well as had the proper safety protocols put in place to ensure that secondary and backup systems would be activated should a failure of the primary system become apparent. As Embaril refused to allow us to send our own vessels to safely transport the Refugees, it was their responsibility, as we had warned them, to ensure the safety of the Refugees, which they did not do. As such, after proper warning given to Embaril of their responsibility, along with the fact that their failure in ensuring the safety of the Refugees would been seen as an act of aggression, one which has been blatantly shown against the Cronese by those of Embaril, which recently, as my aides have informed me, reached a point in which a commune of Ethnic Cronese on Embaril were murdered in cold blood, including women and children, and with clear sight that nothing is being done to apprehend those responsible, our Embargo will stand.

I would also like to note that this Embargo is only active within the Mandate, and as such it is a legal action. The Mandate has not sent any Vessels into the Allied Tion Sector, therefore the Mandate has not Prevented trade nor prevent ships from going to Embaril, has not blockaded Embaril in any form, has not halted or stifled trade in the Allied Tion Sector, nor any of the neighboring Sectors, has not prevented Trade with in the Allied Tion Sector as no Mandate Vessels have been dispatched to do so, nor have any been ordered nor shall any take any such actions. The Mandate has only prevented our own Worlds from Trading with Embaril, as well as legally prevent any vessel going to Embaril from using Mandate Space in any form in doing such, as there are in fact multiple routes to Embaril that remain open and easily accessible without the need to first pass through Mandate Space.

The threat of armed intervention is proof of a Moff attempting to illegally take action in a Sector in which he holds no authority, nor any power and would be in fact risking their own rank and office as the Mandate has done nothing illegal during this process. The Embargo against Embaril will remain standing as it is in fact very much legal for the Mandate to do, as it is only stopping Mandate worlds from trading with Embaril.

The Commerce Committee requires no clarification of the nature or extent of the Cronese embargo of Embaril. Furthermore, the legality of the embargo is not in doubt (in my opinion). What is doubtful is its wisdom and necessity. The Commerce Committee's records tell us that 47% of Embaril's exports are to Cronese worlds in its immediate vicinity. In the short term, an embargo on these goods is projected to inflict not insignificant economic damage to Embaril and, in the unanimous opinion of the Committee, far more so than its people deserve as a result of circumstantial provocations. Nor do Cronese merchants deserve to lose customers on Embaril, or Cronese ships deserve to be impounded for ignoring the embargo. The Commerce Committee has already received complaints to this effect.

In the long term, Embaril's exports will simply go someplace else, to the detriment of Cronese merchants and the Cronese people. No one wins from this embargo, Sir. Least of all the remaining Cronese population on Embaril who, as we've seen, have become targets of Embaril's frustration with the Cronese Mandate and will continue to be so as those frustrations are perpetuated by this embargo.

As the author of several current laws concerning the use of force among Imperial worlds, I can assure you there are scenarios in which one can imagine Moff Versio or indeed other interested parties making a show of force against the Cronese Mandate as a consequence of this embargo, particularly if the Senate passes a resolution of disapproval. If the embargo is not lifted even on a temporary basis, the Commerce Committee will have no recourse but to endorse such a resolution. I've written to you of this in advance so that you have the opportunity to change this profoundly detrimental policy.

Senator Cambrist,

It has been voiced to me by my own aides and the Mandate's own that no matter what happens, the killings of Ethnic Cronese on Embaril will continue, Embargo or not, and with that said, I'd like to inform you that our own people are demanding the immediate cease of the slaughter of innocents and that the Mandate be allowed to send their own vessels to help evacuate the Ethnic Cronese. However, unless the Senate rules in this, the Mandate will not be sending vessels to do so.

However, returning to this Embargo, the Mandate will in 1 standard week lift the Embargo on Embaril, however, it should be noted that the Mandate reserves the right to enact the Embargo once again at any time it so chooses to do so without warning or prior reason needed. In one standard week the Embargo will be lifted and the Mandate will be putting a petition in to the Senate for the permission and allowance of immediate refugee relief and the movement of Mandate vessels into orbit around Embaril to see to the fleeing refugees that are Ethnic Cronese from Embaril.
