| Gentlemen,
I would like to begin with recognition of the act of blockade as a valuable tool for us as Core Worlds, who have the advantages of large populations and significant industrial bases, as well as insular commercial arrangements that disparate Rim worlds so often do not, and that it is in our interests not to diminish the legal latitude that we presently enjoy on this subject. However, I'm troubled by this Outer Rim defense treaty that has been propagated by Monor II, as well as the vociferous response of Rim worlds to recent blockades, from Aeeq to Druckenwell and, now, Dantooine. We've all been temperate in our words in the course of these incidents, with the exception of you, Senator Terrawin, on the subject of Dantooine. While, of course, Deralia is not a Core World and I do not mean to defend it here, the principle of a "larger world" imposing a blockade (or whatever Senator Veritas calls it) on a "smaller world" is one I'm reluctant to see challenged—in principle, at least.
The reason I write to you, gentlemen, is to query your interest in an assurance among us that we will not forcefully oppose any blockade or similar acts that we may (respectively) employ in the future, provided, of course, that such acts are not injurious to each other's commercial interests. It's my feeling that, as Core Worlds, we have a fraternal interest in maintaining the blockade as an arrow in our collective quiver, and though we may disagree from time to time it would behoove us all not to do so on grounds that are "anti-blockade" in principle.

| We do hasten to add that should military action become neccessary we would take said action. Alsakan is a world of a trillion citizens, we are heavily reliant upon Dantooine and other Agriworlds for food import - this is the reason we have been forced to take such swift and drastic action against the Deralians - a direct threat to my world's food supplies is a threat to us too.
In principle though, a conflict in the core has a potential to be immensely destructive. We would be willing to sign a suitably worded undertaking to avoid conflict within the Core.

| The Core Worlds Non-Aggression Pact
A treaty to secure the Core worlds, as the premier region of the Galaxy it is unbecoming for combat to erupt between it's members.
1. No signatory to this Pact shall make an aggressive act against any other unless:
a. They have been directly assaulted or are threatened with direct assault on themselves. b. Their direct commercial interests are threatned (for example a major supplier of essential goods). E.g. A supplier of food to a core world or a supplier of metal to a shipyard. This should pose a demonstrable risk to the economy of the world relying on this clause.
2. No conflict, no matter how greivous shall be acceptable within the Core. An attack upon any signatory, vessel or territory of the signatory within the Core region shall be regarded as an attack on all signatories.
a. In the event two core worlds decide they should come to blows they shall do so at a location outside of the core in a gentlemanly manner and conduct an honourable battle. They should so far as possible only target military installations and should avoid damage to Core world property at all times b. In the event two core worlds decide they should come to blows they must should Imperial mediation before doing so.
3. A "Core Patrol" shall be established as a multi-lateral force to help police the spacelanes and prevent piracy. Each signatory shall commit one Corvette-class vessel or funding equivalent to one vessel. Command of the force shall rotate monthly between the captains of the patrol.
4. The legality of blockades as a form of peaceful protest is reiterated.
Blockades within the Core a. Blockades within the core are innapropriate and strongly discouraged without first attempting mediation. b. In order to blockade another core world, signatories should first expend all diplomatic options and attempt resolution via a mediator. c. If clause b fails, worlds should assure their blockade does not exceed one week in duration, and does not embargo essential goods such as food and medical supplies. d. Signatories are free to respond militarily to blockades imposed upon them. e. In the event a blockade within the Core exeeds one week, the "Core Patrol" shall serve a request to disperse. f. In the event a request to disperse is ignored, a petition should be filed to the senate requesting Imperial intervention to disperse the blockade, all signatories should support this.
Blockades outside of the Core a. Blockades outside of the Core are not forbidden. b. No core world shall make an aggressive act on the blockade of another unless it has a compelling reason to do so (as laid out in Clause 1). c. In the event conflict does emerge over a blockade, this conflict should never be carried back to the Core. d. Worlds are free to counter the blockades of non-core worlds as they wish.
5. Signatories are discouraged from signing "entangling treaties" with worlds outside of the Core, to prevent them being drawn into conflicts via treaty obligations.
6. Colonies, Outposts, Vessels and Stations outside of the Core Region shall not be regarded as part of "Core worlds" for the purpose of this treaty (an assault on them would not be considered an attack on all signatories).
a. Core worlds should be aware that attacking another core world's Colonies, Outposts, Vessels or Stations without first expending all diplomatic options and attempting mediation will be considered highly inappropriate. In the event such assaults are launched without these, fair compensation shall be paid to the party which is assaulted. b. Non Core worlds are cautioned against assaulting Core worlds or their interests.
7. If a Core worlds attacks any other signatory within the Core without going through the rules governing aggressive acts in this treaty then they forfeit all protections under this treaty.
Definitions "Aggressive act" - Hostile or violent behavior or attitudes toward another signatory; readiness to attack or confront indicated by the deployment of military forces.

| Senator Cambrist, your concerns are exactly why Imperial Center avoids entering into any issue irrelevant to itself. Despite all his grand standing on the issue, Senator Terrawin is, at his core, simply a meddler who wishes to make himself look like a savior to the rejects of the Outer Rim. I'm afraid that Senator Terrawin, and perhaps Alsakan as a whole, simply conflicts far too much with Core World beliefs and ideals. You love the barbarians? Fine. Go live among them. Start a family with some in-bred whore for all I care. However, I will not, and do not, stand for someone taking action which hinders the options of Imperial Center's handling of issues that are relevant to itself. A key phrase he presented here in this very conversation "Alsakan relies upon Dantooine and other agriworlds." Key word there gentlemen, and. And. Dantooine is not, and could not, be Alsakan's primary source of food... considering the distribution across the Core of foodstuffs imports from such worlds, it is a very small drop in the bucket. He and I do agree, however... war between Core Worlds could be destructive, and is to be avoided when possible. There is one exception to this thought however, and that is driving idiots such as Terrawin off of Alsakan and out of the Core.
