Feel free to use your own creative genius to modify and alter what needs to be done so that the Senate will better accept the proposal, but do run the finished draft by me, if you'd be so kind.

GalacticAid Relief Organization
Statement of Purpose-
- GalacticAid is intended to be a nonprofit organization spread out across a multitude of worlds within the Outer Rim, Mid Rim, Inner Rim, Expansion Region and several outposts in Wild Space. GalacticAid will, by means of privately-owned vessels and material, conduct aid operations to worlds and peoples who have suffered catastrophic incidents including reconstruction, relocation if necessary and provision of shelter, sustenance and basic living items while operating in a non-political, unaffiliated manner or mission.
Additional Purpose-
- The Senate has shown itself to become unfortunately bogged down in red tape when it comes to response. Arguments of security over a grave site are debated while living beings suffer in the cold. Even when aid is quickly agreed upon, all worlds must wait to pledge support until an agreement is made and then must respond in ones and twos. GalacticAid will be capable of responding from a number of outpost worlds (see below) and areas providing multiple support channels and maximum the efficiency with which lives are saved without regard to political entities.
Requirements-
- GalacticAid will purchase the following where possible-
- No more than ten squares miles of land on any host world with available space or no more than eight city blocks on any world with ecumenopolis status or near-ecumenopolis status.
- Vessels of freighter type with weapons removed for transport of people and goods with a minimum of six to twelve freighters per host world.
- Food, medical aid and staffing for converted facilities on host worlds wherein relocated persons will be housed.
- GalacticAid will not, at any time, utilize or hire mercenaries, bodyguards, bouncers or any type of individual with the purpose of armed protection.
- GalacticAid will purchase above-mentioned amounts of land from host worlds with the understanding that host worlds will be paid a pre-determined fraction of the land's value annually to account for tax.
- Relocated persons will not stay within GalacticAid facilities for a period longer than six months or a time designated by the host world.
- All relocated personnel traveling to a host world will be subject to its laws, regulations and criminal background checks.
- GalacticAid will petition the Empire and the Senate for a reduced-tax status as a nonprofit aid organization.

- Host world refers to any world allowing GalacticAid to purchase areas of their planet.
- Relocated persons refers to any individual, individuals or groups of people displaced in extreme circumstances.

Mission Statement
"To provide humanitarian aid to the worlds and peoples in distress, with an intent to make relief available all across the galaxy."
Intended Services
- Morale activities and emergency assistance for Imperial servicemembers
- Basic supplies for populations and worlds affected by natural disaster
- Foodstuffs for starving populations
- Relocation assistance for populations whose worlds/homes have been destroyed
Operation and Funding
- Initial start up and operating expenses are to be assumed by the personal means of Lord Stark of Kinyov Province, Llord.
- Continued operating costs will be borne by charitable donations and the continued financial backing of Lord Stark.
Imperial Integration
In order to increase the effectiveness and operating capacity of such an organization, it is proposed that after a thorough vetting and establishment of a background check system for any employees or volunteers of GalacticAid; that GalacticAid be an Imperial recognized organization allowed access to battlegrounds and disaster areas with the sole objective of providing humanitarian aid to affected populations, and to travel on known Imperial space-lanes so as to eliminate the need for private security in dangerous areas.
Interested individuals, businesses and planetary governments are invited to participate in the funding of GalacticAid.
