A simple reply would return quickly.

"All paperwork must be filled in person to make sure that all records involving the facility, as well as whom owns it, the intent, and location are known, as to allow for the proper security forces to ensure that the facility and personnel within said facility are not acting in any illegal capacity. This will also require background checks on all members of the facility that will be working on site, to ensure for the safety of the Imperial citizens of Chandaar."

*The paperwork requested would be filed by a solicitor with power of attorney, acting as a proxy for the Vjunite Trust fund paying for the store. The proposal was for a department store at a site in downtown Chandaar, largely employing locals but stocking Vjunite merchandise, as well as merchandise from a few other small worlds. Nobody was a terrorist, in fact it was odd that background checks were required to set up a clothes store, perhaps a reflection of how much of a police state the mandate now was.*
