| Gentlemen,
Being the most prominent loyalists in the Senate I would like to ask you, what do you think of Telos IV refusing to return slaves owned by myself and other Anaxsi Citizens?
It is a complete outrage and I am convinced that unless we see matters resolved in the Senate promptly the correct action would be to move forward with a protest against Telos IV.
Naturally, I would propose that this take the form of a peaceful blockade against their Government, until they turn over the Anaxsi property, in addition to a suitable indemnity to cover the loss of labour from these workers during the period.
What say you? If your worlds would be interested in joining in this escapade I would feel most happy to welcome them to the operation. As much as anything else, in addition to protesting the ethical rectitude of our cause, this would give all of you the opportunity to exercise your world's fleets in a relatively safe environment.
I have spoken to the Captains of the Interest Protection Squadron, and I am told that even if Telos IV did contest the blockade, I do not doubt they would be disabled quickly and with few or no casualties. Their vessels could then be returned after the conclusion of our protest if they had behaved in a responsible manner. Naturally, the Telos IV government would remain recognized throughout (unless they declared war, in which case we would of necessity respond in kind) and we would have minimal planetside involvement - so as to respect the rights of locals and reduce the risk of collateral damage.

Your slaves will be returned to you, one way or another! I will offer a ship from Acherin's Navy to partake in the blockade! We only ask for one of your Imperial Custom Frigate vessels (of course we will arrange payment of such vessel).

If it's the case that Telos IV refuses to return Anaxsi property to its owners or pay just compensation for it, Brentaal will support this operation, though not participate in it—much of our fleet is planning to participate in war games in the Auril Sector and will not be available. It's also possible that some of our vessels will be required in the Sluis Sector in the coming days, so we cannot commit to a blockade of Telos IV at this time. I will, however, entreat Senator Fowlkes to return to Anaxes what belongs to it.
