There was a small misunderstanding this afternoon at the Tammuz Sector Trade Office that arose as a result of language confusion, the minutiae of the Tammuz language lending itself occasionally to misapprehensions of Basic. The case was an application for a business permit that was referred from your office—rest assured it was resolved amicably, and Tammuz-an has promoted Basic among its people and continues to do so. But I wonder if this isn't a good occasion to make a humble suggestion; might Tammuz be recognized as a "secondary language" of the Tammuz Sector? It is the second most common language in the Sector, being commonly spoken on worlds as disparate as Deralia and even Shola. Having government documents being available in Tammuz as well as Basic can help provide small business opportunities to local merchants who might not be proficient in Basic and, at the least, would help to avoid today's misunderstanding at the Trade Office.

This is my view alone. I'm interested in yours.

Mr Galt,

I have absolutely no problem with Tammuz being recognized as a "secondary" language to be used in Sector paperwork, alongside Basic. However, this must be done at the cost of Tammuz-an or the group who wish this to do so, and must be paid for in perpetuity. Having spoken to a clerk I estimate the full cost annually to total 100,000 Credits including printing, logistics etc. Furthermore, I anticipate an administrative cost to implement the scheme of around 250,000 credits (including the first year's printing/logistics).

As such we will require you to lodge 2,000,000 Imperial Credits in an IGBC 8% 500 Year Bond due to pay the full annual interest sum to the Sector Treasury. Assuming an inflation rate of less than 3%, the sum will grow while within this bond so it does not devalue, in addition to this the Sector would receive 5% of the principal (+ compound interest) regardless of inflation annually, which would be taken as full payment for the implementation of this scheme.

Furthermore, it should be stated that Basic would remain the primary language, in order to encourage use of basic, 0.05% reductions will be awarded to all payments made using paperwork filled out in basic so there is a small but significant incentive to learn to use the vernacular.
