It has come to the attention of the Cronese Mandate of the unrest of Ethnic Cronese on the World of Caluula in the Tion Hegemony, which has already been reported by the Cronese Broadcasting Company (A channel in the Mandate that is being watched for Anti-Imperial sentiment), as well as reports of the Massacre of Caluula the Cronese Mandate is requesting the permission of the Ruling Council to deal with the outbreak due to the following points.
1. The Imperial Moff of the Tion Hegemony has yet to take any action
2. The Imperial Moff of the Tion Hegemony appears to be missing
3. The Imperial Moff of the Tion Hegemony appears to be in dereliction of Duty
4. The Imperial Governor of the Auril Sector is attempting to over step his bounds by sending in "observers"
5. The Ethnic Cronese are in riot of the Caluula Government Policies
If given permission, the Cronese Mandate will take the following steps.
1. The Cronese Mandate will land forces to restore order in Caluula City and on the planet of Caluula
2. The Cronese Mandate will establish a regency council to maintain order
3. The Cronese Mandate will relocate Ethnic Cronese to worlds in the Cronese Mandate

This situation is a delicate one. While it has been the policy of the Empire to involve itself no more than necessary in inter-planetary disputes inside the Empire, it is Caluula's location within the Tion Hegemony and the Hegemony's status as a quasi-independent sector that complicates this issue. There is, in fact, no Moff of the Tion Hegemony—it is (arguably) independent of the Empire, and the Empire cannot be seen endorsing the use of force on its planet, Caluula, by the Cronese Mandate. Moreover, the Tionese have a notorious dislike of the Cronese, as is evident at Caluula; the Ruling Council has heard persuasive testimony that Cronese intervention there, inside Tionese borders, could provoke a retaliation from the Hegemony, and the Empire is not interested in having to commit itself to defend the Cronese Mandate from a Tionese incursion. It's also probable that a Cronese intrusion in the Tion Hegemony would endanger Cronese populations throughout the Tionese space, which is barely hospitable to the ethnic Cronese as it is.
For these reasons the Cronese Mandate is strongly discouraged from using force at Caluula. Bear in mind also that the Cronese Mandate has no shortage of foes who would doubtless take advantage of the Mandate's preoccupation with the Tion Hegemony, in the event of Tionese retaliation, to incur upon Cronese space themselves. The Empire has no desire to see its tax revenue or its supply of resources from the Cronese Mandate compromised by a long and costly war, and we suspect it's in the long-term interest of the ethnic Cronese on Caluula and throughout the Tion Hegemony that such a war not take place.

| Grand Vizier,
I believe it important to inform you that the Cronese Mandate has already landed a unit of the Special Recon Battalion on Caluula in order to investigate for ourselves what has happened to the Ethnic Cronese. We've also dispatched a medical vessel to the area, with security personnel for the medical personnel on board. We however must inform the Ruling Council, that if this vessel or the medical and security personnel are fired upon, the Cronese Mandate will have no choice but to act and deal with Caluula in the appropriate manner. This is merely stating our intentions to protect the relief workers from any racial attack on the Cronese that are there to help the people.
While we understand that the Empire has no desire to see its revenue and resources be compromised, we still must act to protect those relief workers we've send to aid the people. The Cronese Mandate must also voice it's concern on the hypocrisy of the Senate in which they stumble over their feet in our action to see our people treated fairly and safely, yet these same worlds that are stumbling over their feet would act without a second thought.
