| Earlier today the Government of Caluula granted exceptional powers to myself in order to secure the common good of all the people of Caluula, Caluulan or Cronese. This was as a result of the ongoing riots on Caluula which have resulted in the deaths of several Caluulan police and locals in the past weeks as well as hundreds of injuries and widespread destruction of property. The major trade artery between our capital and the wider Galaxy (the Caluula City Expressway) had been blocked by rioters earlier in the day, this particular incident resulted in the destruction of considerable civilian property, as well as the deaths of 9 Caluula City Police.
As such, three companies of the Caluulan Defense Force were dispatched to suppress the rioters and were to be issued with orders to stun the crowd. As per the law the Riot Act was read to the crowd blocking the Expressway who showed no sign of dispersing and showered the defense force soldiers with projectiles, causing several minor injuries. Several blasters had been seized from slain Caluula City Police earlier in the day, rioters opened fire on the Caluulan Defence Force present, causing four deaths and eight injuries. Unbidden, these three companies opened fire upon the rioters, and despite orders to cease fire (from myself and repeated by officers) the noise of blaster fire meant fire was not ceased for around one minute. At which stage two hundred rioters lay dead and twice that number injured. The injured were evacuated as quickly as possible to the Caluula City medical center.
The three companies of infantry involved (the 2nd, 8th and 23rd Caluulan Planetary Defense Force Companies) have been withdrawn from fighting the riots and replaced with other units. The companies have been confined to barracks while investigation of causes is underway.
We would welcome the presence of Independent Observers (such as those offered by Moff Winder) in order to demonstrate that we have nothing to hide from the Galaxy, and that we are not engaging in any policy of "Ethnic warfare" such as that on Embaril, merely seeking to resolve the civil order problems caused by rioting orchestrated by several labour groups. We hope that a peaceful end to this rioting can be reached and call upon the Ethnic Cronese community leaders to lead the way in calling for an end to violence and an opening of dialogue. Furthermore we would like to state that the views and aggression of these Ethnic Cronese people are not representative of the majority of the Cronese population, who work hard at every level of our society to help our world develop.
We decry the notion that the Cronese Mandate has any right to invade or impose law upon our world. We are not an uncivilized rabble, merely a developing world with problems (like any other) that has today seen a tragic accident. I see no cause for intervention on the basis that this is a matter for us alone to resolve. We call upon the Empire at large to consider their positions and refuse to support this unwarranted call by the Tyrant Robeir XXII to be allowed to invade our beautiful world.

To rebut the notions repeated by the Government of the Cronese Mandate in the Senate:
1. We have no "Ethnic Policy", citizens of Caluula are citizens of Caluula.
2. We have no restrictions on our citizens moving or leaving.
3. We have a liberal constitution which grants rights to all our citizens.
4. We have no policy of violence towards our citizens, Cronese or otherwise.
