Letter to Senator Toben Domon and Senator Reuke Cambrist

Gentlemen,

It is no secret that both sides are deadlocked in this dispute between Sluis Van and Brentaal. I can understand the points of both sides, and why each feel they are right, the other is wrong, and that this should no longer be an issue. I do not wish to see this crisis escalate any further, and offer my services, and diplomatic experience, as a mediator between both sides. Deralia has a close relationship with both worlds, and is an Outer Rim power. Should Brentaal feel uncomfortable, I would welcome another Core power to the negotiating table for four-party talks, should they feel Deralia's status as a neutral third party be unacceptable. I would love to hear your thoughts on this suggestion as soon as possible.

I do not doubt Deralia's impartiality and I wish it success in this endeavor, though I question whether "mediation" is possible; while I can understand Sluis Van's frustration that Brentaal's prospectors have taken advantage of an ambiguity in the law and pointed out to "Khedive" Thisst that his authority isn't well-established, the fact remains that my people have done nothing wrong, and nothing that other Brentaal-based or -owned companies haven't done on many planets and moons throughout the Sluis Sector, without incident. But here, on Praesitlyn, they have been the target of threats and innuendo that Sluis Van, at times, has seemed to encourage.

(Mind you, I appreciate "Khedive" Thisst's recent statement on this subject and his labors over the years to improve species relationships).

Let me explain for you what how the government of Brentaal is involved in this dispute; Brentaal did not encourage these prospectors on Praesitlyn—they are an independent and rather small consortium of prospectors who applied for a government pilot program to provide start-up capital and limited government security services to new enterprises outside of Brentaal—that is, Brentaal has provided them with some funds and a ship to protect them in exchange for shares in the enterprise (and, of course, tax revenue from supplies shipped from Brentaal or minerals or carbon shipped to Brentaal, etc).

Brentaal's government honors its commitment to keep its people safe, and in the Senate it has adopted a stance that does not support or oppose the recognition of "Khedive" Thisst (I have not voted against Senator Domon's proposal or addressed it directly except when I've made statements sympathetic to Senator Domon but not his timing). Whether the "Khedive" is recognized or not is immaterial to this dispute; the claims that Brentaal's prospectors have submitted to resources on Praesitlyn have already been tentatively approved by the Imperial Bureau of Resources. The extraction of these resources will continue, and with less and less involvement of Brentaal's government as the prospectors and their sub-contractors have largely assumed security duties themselves.

So what it is exactly that's "in dispute" isn't clear to me, nor is what Sluis Van hopes to accomplish with its bellicosity and its misplaced promises to the people of Praesitlyn. But Brentaal certainly desires a peaceful resolution of this affair; it does not look kindly on these threats to its citizens, who are reasonably concerned under the circumstances that an empowered "Khedive" may attempt to seize their resource claims on Praesitlyn. Of course I welcome any progress that you're able to make on this, Senator Aurelia.

Senator Cambrist, I may be able to ease your mind on this subject. Earlier this week, Khedive Thisst spoke with the planetary governor of Praesitlyn to settle down with its human and Sluissi populace and work the issue out. The tracts of land appropriated by Brentaal will be worked by Brentaal's miners to their heart's content, but certain sections of land distant to that claimed by Brentaal and other worlds will be allotted to the existing populace of Praesitlyn for the purpose of supporting their livelihood and the prosperity of Praesitlyn and the Sluis Sector. This should, I hope, bring a rest to any issues.

Senator, I appreciate your offer of mediation as well, but hopefully it will not be needed.
