I am an avid reader of The Coruscant Journal and it is their latest article which has prompted me to write you both. It strikes me that with the recent, shall we call it pacification? Yes, that term suits well enough. With the recent and ongoing pacification of Embaril and the losses to it, which according to the article will decrease taxation and lessen the credits flowing into Imperial coffers, it strikes me that Embaril would be a perfect site for all of to benefit from, in a way.
I realize that sounds as if I wish to exploit Embaril, which I do not. Firstly, I come to you both to request the construction of a GalacticAid facility on Embaril; the people of Embaril will require aid when they are fully converted to Human High Culture. It can also serve to repopulate Embaril with survivors and refugees from other conflicts, especially the Aeeq survivors. After all, Acherin isn't likely to need every single one of them, especially when they can but relocated to Embaril to bring back the revenue.
Secondly, and I shall admit it is partly self-serving, I wish to field certain drones produced by Vigilance Technologies on Embaril. There is no need for our Empire's loyal stormtroopers to put themselves at risk for a bunch of barbarians. Despite their battle prowess, there are sure to be losses, which are quite unneeded. As such, I had hoped to field some five or six hundred drones in the form of land and aerial cover, as well as two-hundred of my own guards to oversee the defense of the GalacticAid facility, largely as it would be on a contested planet. Of course, they would be subordinate to your officers.

The Grand Vizier thanks you for your interest and has asked me to communicate to you some helpful information about Embaril, the Empire's policy on Embaril, and the Empire generally.
● The Coruscant Journal is a publication that flirts with sedition and is not a reliable source of information. However, it is correct in its reporting of the public knowledge that the Empire is engaged in a re-culturalization mission on Embaril.
● The Empire's forces on Embaril are adequate for its re-culturalization of the planet, and no outside "assistance" is desirable at this time.
● Embaril is off-limits to civilians for the duration of the Empire's re-culturalization mission.
● There are more than 40 public and private enterprises--from Seinar Fleet Systems to the Imperial Department of Military Research--developing weapons of war for the Empire already. The Empire is interested in both quality and exclusivity in its weapons of war, which is why your company is welcome to bid alongside Seinar and other enterprises to create products for the Empire and the Empire only. It is under these circumstances alone that the Empire will consider special dispensation for the testing of products in the middle of an Imperial operation of importance to the Empire's interests in the region.
● The Imperial forces operating on Embaril are under the jurisdiction of Moff Versio of the Allied Tion Sector. Further inquiries should be directed to him.
