| Senator Oriel, I have here the endorsements of four senators. You will find here details of the drone models in question. The Vigilance Technologies learning algorithm hybrid drone brain and A.I. is not a true artificial intelligence in the sense of possessing cognitive thought. It processes combat patterns programmed from a multitude of battles recorded during the Clone Wars and prior and then adapted to each situation. The 'learning' portion comes from its ability to enter a new combat situation and process effective counters. However, no Vigilance Technologies drone is capable of 'thinking' as per the Responsible Sale of Drones act.
This being given, I would ask the Defense Committee's judgment.

| The Defense Committee issues you a limited production license to produce one of each such drone for our examination. Please deliver them to Hangar SE-i229-39398, Imperial Center Senate District. These should be a representative sample of the production line, they will be returned after examination by the Committee appointed specialist team.
As per policy, once we have all the data the Committee will discuss the matter and I intend to abide by the democratic decision of it's members. The committee does note that one of your endorsements is from a non-human Senator with some dis-approval, but is prepared to accept your application for assessment at this stage on the strength of the others.
Please be prepared to be cross examined by the Committee regarding the Drones.

| Of course, Senator Oriel, the samples have already been sent, as there were certain units produced prior to the Responsible Sale of Drones Act coming into existence. The transport holding them has been sitting in orbit at Imperial Center, and I anticipate delivery will occur in the next standard hour. I await your decision.
