The Emperor has become increasingly concerned about the conduct of Monor II's government and its leader, Agapos IX. The Emperor has confided to me that he has "sensed something amiss" with Agapos, beyond even his brazen criticism of the Emperor himself, which is reason enough to doubt his commitment to the Empire's policies and principles. Now, with Senator Ryuun indicating to us that there's a so-called "armed priesthood" of Agapos' spiritual confidantes in command of the planet's warships, there is a pressing need to get to the bottom of the Monor II situation. As the Director of Imperial Intelligence's Bureau of Operations, I'm depending on you to do this.
Commence an investigation, the object of which shall be threefold; 1.) to assess Agapos IX's loyalty to the Empire and what degree of control he has over his planet, 2.) to determine the probability of Monor II failing to honor its cirrifog-mining agreements with Imperial-owned mining companies, and 3.) to identify and investigate this "armed priesthood," the so-called "Divine Fire," and find out how much control this group has over Monor II's warships, how independent it is of Agapos, etc. The Emperor will personally dispatch one of his operatives to accompany your personnel and look into this third point in particular, and, if necessary, to facilitate a solution to this apparent "Agapos problem."
You have your orders, Deputy Director. I'll see to it Director Isard is informed of this also—he'll be told to expect success from you.
