| Your Excellency,
I congratulate you on your appointment to Grand Moff. I was pleased to learn, when reading of it, that Imperial Center has placed renewed emphasis on combating the encroachment of the Hutts into Imperial territory. You should know, Sir, that the Yminis Sector is (very probably) "ground zero" for Hutt activity in the Triellus Oversector. We know of many Hutts who are active in the Sector, from Krovo on Alvorine to Riboga who, it is suspected, runs a spice mining operation in the Kemix System. There are certainly more we don't know about.
What is certain, however, is that the Hutts consider the Yminis Sector a conduit into the Abrion Sector and criminal havens such as Roon (Abrion Sector) and Lyran IV (Quiberon Sector). It has long been a priority of mine to stop the advance of the Hutts through my sector, but I've been at something of a disadvantage in fire- and man-power. To this end, Sir, I have a plan to run by you.
(Please forgive the crude diagram, below).
The plan calls for additional resources on the Yminis Sector's borders with Hutt Space and the Abrion Sector—the two ends of the "conduit"—to establish the Empire's ability to close these borders when necessary and to "close in" on known criminal hubs in the Yminis Sector from two directions. A small detachment of the Yminis Sector Fleet would also be stationed on the border of the Tammuz Sector to prevent escape to Lyran IV, in the neighboring Quiberon Sector.
As you can see, this would be a conventional campaign in the event that a law enforcement approach fails to put a stop to the criminality in the Kolandra, Alvorine, and Kemix Systems (it has failed thus far, as Hutts have proven rather, well, slippery in eluding local jurisdictions).
To be clear, I don't think it's necessary at this point to commit your own forces to the Yminis Sector. I understand that you're probably being besieged with requests for more funds and resources, and far be it from me to make your first weeks on the job even more onerous for you. But I ask that, when taking an inventory of the Triellus Oversector's total ships, you consider lending a a handful of frigate-class vessels to me for what I expect to be a short and successful campaign. I think following up on the success against pirates and other criminals that Moff Cole has had in the Abrion Sector would do much to validate the newly-created Triellus Oversector.
You and I have had long military careers, and naturally I'd be honored to receive your assessment of my strategy and any suggestions to improve it.

I thank you, for the presentation of your proposal. You need not be forgiven for your diagram; if one can present an image of their idea, rather than just words, it is merely a testament to how committed to the idea they are, and how organized it is. While my tactical focus must be in the Tharin, Kessel, Baxel, Al'Nasri, Klina, Oktos and Kastolar Sectors, but the strategic focus is on the Yminis, Galov and Tammuz Sectors, where Hutt activity is more focused, and their pushes tend to be more focused. Your plan is sounds for your sector, and I thank you for being proactive and coming up with such a plan. Keep in mind, however, that our Oversector is recently formed and has no infrastructure established to support it; factor that with the Greater Seswenna Oversector being turned into Oversector Outer, and increasing in it's width and power, we are, unfortunately, on the lower end of priorities. It is my mission to establish the infrastructure the other Oversectors have, and establish our importance in line with Oversector Outer, but this will take time. Our Oversector forces are currently my personal Star Destroyer and Stormtrooper unit, no more. Even if you were to require Oversector forces, none could be provided at this time.
We must make due with the hands we have been dealt, and this is our current situation. It will, however, change as time moves on. I am glad, however, that you are of enough awareness and mind to already know the state of our Oversector, so I must apologize for telling you what you already know. I believe you present the same capability in your plan, which I fully endorse. Our first additions to the Oversector forces should be coming soon, and I will keep your thoughts on future force loans in mind. It will take time to achieve the goal of our Oversector, but with men like us, it will be accomplished in the most dominant of fashion. Please, keep me appraised of your situation. Of note, I will be touring your sector later in the week, so please be at the ready for my arrival.
