I have been in contact with the Imperial Security Bureau in the wake of the "Alyn Stark Incident" during the droid rebellion on Imperial Center. Many on the Ruling Council have been highly displeased with the lack of contrition shown by the aforementioned Lord Stark during the time since and especially now he has taken up the Senate seat for Lorrd.

Frankly, we are unconvinced that he is a positive force; resembling Archa Sabis in some ways in his lust to place droid armies back on the battlefield under the moniker "drones". This is something we are -extremely- keen to avoid as it has the potential to disproportionately militarily enfranchise worlds militarily, giving them the ability to become restive and increasing the cost of putting down such a revolt.

As such, I have been delegated to as "delicately" as possible curb the "ascent" of Lord Stark. With this objective in mind I have spoken to a local COMPNOR leader on Lorrd who is going to launch a peaceful movement to depose Stark as supreme leader of his province. It is the view of the Council that it would be desirable to divest Mr Stark of a measure of power so far as it is prudent and executed in a circumspect and passive manner.

Thus I am of the view the best way to "topple" Mr Stark would be the implementation of an Imperial friendly regime to his province (if his people prove open to such a move) who will be ideally placed to nationalize his "Fortress". Naturally, this will not leave him in any way destitute, I am assured he has considerable holdings on Cambria as well as impressive private means: it is simply felt that the wheel of fortune is overdue a spin counter to Stark's rise.

We realize that Stark is a personal friend and so it would be extremely cruel to expect you to move against him. I'm not asking for your support in the enterprise; rather simply to remain aloof from the matter, leave planetary politics to the locals and let matters eventuate according to the best interests of the Empire.

However, be assured that this move is for the good of the Empire and ultimately for Stark, this way we will be able to avoid having to take more drastic or public action at a later juncture. Clipping the wings of the bird so it does not later fly the coop and fall victim to the fox, etc. I'd appreciate if you could keep an eye on the situation though; if any radicals become associated with the Democratic movement I'm sure you know what to do..

I am aware of the situation that occurred on Imperial Center and, while I disapprove of Mr. Stark's actions, I can inform yourself, as well as the Imperial Security Bureau, that I am more aware of the man personally than, say, those within the Senate and the Core Worlds. I do concur with the fact that he is too drone-oriented, and on his most recent visit to Lorrd I had the opportunity to speak to him. If I may place some inside information in your ear and put it delicately, let me say that I have a strong reason to believe that Vigilance Technologies will not long be a functioning company. Mr. Stark expressed a confidential desire to me to remove himself from the drone projects, citing Brentaal and Rothana's design... what was it called? I forget.

While I am not averse to keeping an eye on the situation you're speaking of creating, do keep in mind that the Lorrdians and Argazdans are currently engaged in a minor battle of sorts on Destrando City. While ideally this may be an opportune time, I do not wish to create a crisis on Lorrd that could give way to a civil war on top of an interplanetary scuffle. Lorrd is quite productive, far more so than Argazda in my opinion, so I would prefer to see the Lorrdians come out on top in Destrando City. The mining operations would greatly benefit. I digress, though.

Mr. Stark's fortress and indeed, his entire section of greenery within the Kinyov Province (mind you, Lord Gemmell, his area does not reflect the entirety of the Kinyov Province), was legally purchased with his own monies. The most a regime change would do if he were to be replaced as head of the Kinyov Province would be to move the Lorrdian police forces out of his control and into the hands of someone else. He would still retain all legal rights to Castle Stark and the items within his personal area. Frankly, I'm rather pleased with the result he's gotten when it comes to keeping the peace.

Either way, I appreciate you bringing this to my attention. I shall keep an eye on the matter and intervene only if things get out of hand. If I might add, an entire regime change; this 'democratic party' business will not please the Houses of Lorrd. The system in place, according to the reading I've done, is very well accepted by the populace and does include democratic elements.

The recent news I've read coming from the Lorrd System is not favorable. It would appear that radicals have come out for both parties. Both Stark and Lennon have disavowed connections to their respective radicals according to the news, but an armed movement is still an armed movement. This is not to mention the subsequent charges against Mr. Lennon for anti-Imperialism and inciting rebellion.

Frankly, Lord Gemmell, I like to run a productive house. The longer these candlelight vigils and memos cross my desk about protests and this and that, the less I remain convinced that productivity is being kept to a maximum, and as my record has shown, the Kanz Sector, while hardly the largest and most populated of sectors, is quite productive for its population.

With the recent public statements made by Vigilance Technologies concerning their withdrawal of drone starfighters from the arena, I believe this deals with the issues presented by Mr. Stark being a negative force, as you more or less called him, within galactic politics. With those concerns alleviated, I see no reason to proceed with these actions. Furthermore, I have reason to believe the Argazdan-Lorrdian issues that began on Slovo are coming to a head and I do not wish to see the matter complicated further by your man undermining an already strong and productive government. I will take steps to ensure your Mr. Lennon is kept safely out of harm and see he arrives as safely as possible at Imperial Center where you might reward him for his attempt, I would hope. Either way, I feel it is extremely detrimental to the Lorrd System and the sector's business to continue on this venture.

This is a trans generational ethnic conflict - what effort are you making to diffuse its latest flare up on Slovo? Why are -both sides- not being pacified? It could easily be argued that your friendship with Stark shows favouritism to Lorrd - that is the type of thing likely to turn up the result of disorder - not democratic pacifists.

So far as I'm aware there have been no reports of attacks by Mr Lennons Party on Stark, if you're referring to a few young men
carrying sidearms then I truly think you need to adjust your sights to the fact that this is the outer rim and sidearms are common across it - unlike the heavy weapons carried by the supporters of Stark.

Problem here, Moff Shirnoq, is that you don't understand this is bigger than Alyn Stark (who's persistent advocate you have been), rather this mechanism on Lorrd is an experiment with the introduction of control to a situation which has the potential for dissent. I have on my desk a list of all the Democratic Party members, indexed by loyalty and political opinion thanks to the COMPNOR men who walk among them. I have their addresses, their bank details.. And what is better - they think they are unaware they are even being watched.

At present my decision is to keep on the movement under Lennon as its wider utility has become apparent. Although I can assure you it will not ferment rebellion and all documents it collects on its members will be made available to you by COMPNOR. To be honest I'm happy for you to issue orders to Mr Lennon directly through the ISB.

However, in any trial for treason - clearly contrived for political reasons as his present one is - he would at present have the testimony of the 12 Agents who monitor him (and his communications) 24 hours a day - evidence you'd struggle to overturn. I'm also happy to order him to work -with- Stark if need be, I can pressure him to negotiate, I'm sure Stark can respond in kind and the two can talk it out over a beverage of their choice - perhaps a guarantee of Starks property in exchange for democracy?

What I do want, is to keep the Democratic Party functioning and expand it to Lorrd generally, it has the potentials to attract dissidents like moths to a flame. Consider how incredibly useful this is to you and the Empire generally..

Now - if Lennon is executed or exiled you'll only see an upsurge in support. I urge you Moff Shirnoq, trust my management of this issue and concentrate on the real disorder and bloodshed which threatens commerce in your sector.
