Mr Stark,
I have been requested to send you this road map for a peaceful and democratic Kinyov Province. I would like to ask you to remember that no man strays too far from the path of peace to return and I know that as a good man you will consider returning the power to the people.
The document is incomplete (as it was being penned by Mr Harald Lennon when you arrested him) but I believe he would be open to negotiating a settlement with you along similar lines to those here written. As with my companions I would like to ask you to drop the ridiculous charges levvied against Harald.

The Lennon-Stark Roadmap for Democracy

The Parties involved will solemnly agree to the following terms
- To step down from his position as Lord of Kinyov Province in favour of an elected "Lord Protector", elections will be held in two months, until the time of elections Lord Alyn Stark or his selected representative will sit as Acting Lord and Harald Lennon as his Acting Deputy, with the office titled "Acting Tribune of the People".
- In one week a constitutional convention will be held to produce a provincial constitution, all terms will be up for discussion except:
The Province will recognise the Galactic Empire as the Galactic Government and subordinate itself to it's authority and law.
The Province shall recognise all private property within its limits. As such, the term "The Province does not have the power to pass laws to appropriate or seize the land of any individual, unless as part of a judgement after the conviction for a crime committed after the formation of the Provincial Constitution"
The Province shall hold regular elections every four years for the position of Lord Protector and Tribune who shall be the individuals who gain the largest and second largest portions of the vote. The Lord Protector and Tribune shall have the power to appoint officials within their purview of authority.
All who serve in the office of Lord Protector or Acting Lord Protector will be allowed to retain the style of "Lord".
The Lord Protector shall be vested with authority over the Police, Military, Inter-provincial policy and representing the province in the rest of the Galaxy.
The Tribune shall be vested with authority over the Civil Service, Public Services, Infrastructure and Economic Management.
The Judiciary shall forever remain independent of all Government Influence.
- Alyn Stark shall not be persecuted for his involvement in the previous administration and will be granted immunity from prosecution in provincial courts for any possible breaches of law committed in the time from his assumption of the Lordship up until the signing of this agreement.
- Alyn Stark will commit to an affidavit of support for the equality of all men and call for Lorrd to be united peaceably under one Government as a member of the Empire, shorn of family or ethnic distinction but united as men.
