The Ruling Council is concerned about your plan to create armed non-Human militias in the Yminis Sector. That these are supposedly regiments of the Imperial Army makes no difference--aliens, by-and-large, are an impulsive and savage lot, incompetent and indisposed to following orders or acting in the best interests of the Empire. Many in the Army consider this a farce, Vespasian, and they will (understandably) refuse to serve alongside non-Humans, who are justifiably blamed for the carnage of the Clone Wars.

Most importantly, these alien "regiments" must not have access to Army installations. If you insist on proceeding with this, no rank cylinders shall be issued to aliens, and these alien regiments will be the object of constant suspicion and enmity that could, potentially, extend to the Moff's office on Hrill itself. I hope you understand this, Vespasian.

I fear you misapprehend me, Sir. Or I you. For I don't understand how non-Human species can be referred to as "savage brutes" and not also be acknowledged as useful for martial purposes, provided the anti-authoritarian inclinations you spoke of can be tamed. I'm confident that involving them in the defense of their own worlds will render them compliant, and co-opting them into the military hierarchy will personally invest them in the Empire and thus encourage them to act in its "best interests."

But I do not propose they have access to critical military infrastructure. To be honest, Your Excellency, I suspect the extent of their duties will be custodial in nature, but they could also prove useful for crowd-control on their worlds and similar, non-combat functions. Rest assured, they will be no match—and no substitute—for a one of His Majesty's stormtroopers. I simply have to make due with the limited resources available to me. These beings are able-bodied, they contribute little else to the Sector and so might as well be made useful to us, in my view.

As for the refusal to serve with them, it is unfortunate, but not unanticipated. You will notice in my decree that commanding officers of these non-Human regiments will be volunteer-only.
