Chairman Pestage,

It seems that Priest-Prince Agapos IX of Monor II has taken some great offense to the proposed flag bill within the Senate. He has threatened to cease cirrifog mining unless an amendment is made to exempt his world from this act, due to their religious nature. Naturally, I cannot make an exemption due to the fact that every theocracy would want an exemption. I would request your thought process on how he can be... shall we say, handled in this situation. Religious alien zealots are not something I am fond of.

Nor I, Senator Ryuun. Remind me, if you please, why the emphasis is on synthetic cirrifog? Cirrifog in its natural form is abundant in Monor II's atmosphere, as I understand it. If no physical presence on the planet's surface is necessary to harvest it, why not simply eliminate Monor II's air power and harvest its cirrifog with impunity, based out of your orbital station? The Empire can declare cirrifog a reserved Imperial resource so that Agapos can't stand in the way if he remains intent on doing so.

Or the Empire could always harvest the cirrifog itself.

Either way, the Empire has no further patience for Agapos holding his world's resources hostage to his religious whims.

While I am not averse to simply removing Monor II's aerial power, I have no doubt that were I to attempt such, Monor II would more than likely call for help from other sources, or that a debate would be raised within the Senate much like the last time an attempt was made to mine cirrifog with impunity. If the Empire wishes to harvest the cirrifog on Monor II, I would have no objection, but cirrifog is currently contributing to Druckenwell's economy and I see no reason to change this. As mentioned, were I able to remove the issues of Monor II's defenses, this would be greatly eased. I have prepared to enlist help with this endeavor as well.

Synthetic cirrifog, however, was simply created to help should this issue arise. It is more expensive, granted, to manufacture rather than harvest naturally, but it will allow for cirrifog to still flow from Druckenwell into the Empire.

I recommend you re-state your case to Mr. Agapos with the addendum that Druckenwell is his only friend in the Empire, that your patience with him is not unlimited, and that should Mr. Agapos persist in his intransigence the Empire is prepared to employ force and, if need be, to destroy his god. Remind him, as you too are reminded, Senator, that Monor II's arrangement with Druckenwell is mutually preferable to Imperial involvement—Druckenwell maintains its practical-monopoly on cirrifog and Monor II has a degree of autonomy and, more importantly as far as Mr. Agapos is concerned, no cirrifog is harvested from its atmosphere.

As far as the Empire is concerned, of course, direct Imperial harvesting of Monor II's cirrifog would be preferable. While it would be a simple thing for the Empire to destroy Monor II's air and space power, however, it would also be a considerable investment of time for a world that is no more important than its native resource. Hence, this opportunity for you, Senator, to handle the situation yourself. Consider it your only opportunity to do so; as I said before, Agapos has exhausted the Empire's patience. If he values his god's creation, he will be persuaded to act with greater temperance.

If not, well, keep me appraised, will you Senator?

I will be as eloquent as possible, in the hopes that even a mistaken alien ruler can indeed see the light and sense the Empire brings to the deal. In the event he does not, however, and refuses the Empire's good graces, I can only request that Druckenwell be given carte blanche to deal with this issue and resume cirrifog extraction be given as quickly as possible. As you mentioned, the Empire sees Monor II as a waste of time.

As always, I will keep you appraised.

An update, Chairman:

Monor II has directly refused for the final time. It is now in your hands as to which way this matter will go. Let me know though, if you please, which way you would prefer to see it played out.
