I would like to express my consternation that it was felt needful to seek the aid of such a poor draftsman as Senator Lekpin of Lorrd undoubtedly is, I can only assume someone in your department must have made a mistake. I do feel, with respect, that it is inappropriate to apportion funds to Kemix Shipyards from the Imperial Treasury in this manner, despite it having the potential to generate improved potential in future for the Empire.
I can only express a wholehearted offer to subsidize the proposed upgrades of the Kemix Shipyard to the value mentioned in the act at present as an act of philanthropy towards your interest, removing the need for Imperial Funding. Furthermore, the Senator Ordan Benevolent Emigration fund I am told has many semi-skilled and unskilled labourers who would welcome the chance to take out an indenture at your shipyards (terms and conditions to be decided by yourself of course).
In return, I would ask only that you would consider negotiating with Kemix Shipyards "Preferred Supplier" status for Azure Durasteel that we might provide new metals to yourselves at a preferable rate and also allow us first option on scrap metal that becomes available at a preferable rate.

I am pleased to accept this offer, and may I express my gratitude to Anaxes for this contribution to the Kemix Yard. The Yminis Sector is not endowed with an abundance of resources, and contributing less to Imperial Center than other Sectors, I'll be pleased to be able to provide to the Empire the service of dismantling surplus vessels; indeed, first option on scrap metal for Azure Durasteel is quite reasonable. You shall also have my gratitude and that of the Emperor and the people of the Yminis Sector.
While I'm additionally grateful for your offer of refugees from (presumably) Aeeq for labor purposes, my office is counting on the renovations to the Kemix Yard to create employment opportunities for residents of the Yminis Sector, where unemployment is continually high. I've put strict controls on immigration for the duration of this employment crisis and, accordingly, must decline the offer of refugees from the Benevolent Emigration Fund (though I do admire the work of your foundation).
