I hope this communication finds you well! You see sir, I am on a mission!!! A mission to boast the population of Acherin, while building up it's reputation and economy!! With that being in mind, I have found that the only way to do this, is to take in more people!!! Taking in the Aeeq has done Acherin wonders, ranging from filling in jobs to allowing Acherin's economy to draw in extra money!!! I will provide the transportation, all you must do is find me good candidates!!! (Obviously ones that have passed medical examination!) If this is something that works for you, I will be happy to arrange the finer things at a later time!!!

There are many worlds on the Core which are overpopulated. I suggest you simply advertise that you are offering free flights to Acherin, a years free housing and say, one hundred credits on arrival? That'd draw people by the thousand much better than an official government relocation program; I know thousands of young people on Axum would jump at the chance; what about Imperial Center, Alsakan etc? They're straining under a surplus population.
I'm sure I can set up a business to get humans settling on your world; I've fired this off to my accountants who suggest the following scheme could be offered. I've established a company to do that as we speak; the Red Twins Settlement Company has been registered as a trademark in all relevant Imperial Jurisdictions.
Naturally, we wouldn't be able to guarantee conditions for the indentured workers; it'd be a shame if they weren't able to complete their indenture for whatever reason.
These rates are to be halved after the first 100,000 in all classes but D.
A 500 Credit premium will be added to the delivery price for those who are military veterans - representing their higher value.
I propose that we transport children for free if both parents are Colonists. Naturally they'd be subject to Acherin Law - so if you wanted to send them to re-education centers that'd be your choice to make.
I've had your worlds requirements analysed (after consulting with your aides) and I would propose to supply the following number monthly, for a period of five years with options for extension should you wish it afterward.
C-2: 30,000
B-2: 15,000
COMPNOR Members (mixed classes with a selection having served in the Imperial Military): 5,000
Children: 2,500
The COMPNOR members present will provide a perfect nucleus for your world's population to expand around; bonafide patriots who you're supplying with generous conditions in exchange for an escape from the Core. These patriots will owe you everything, but there is one piece of advice I must give you; treat the servants of the Emperor well; and they will serve you well for forevermore. I suggest offering these exceptionally loyal workers housing in a Golan Space Colony in orbit - in relative comfort - and have them work for your fleet if they choose to do so.
