Greetings, I'm writing to you today on behalf of my esteemed client Tssk, War Chief of Trandosha. He wishes to inform you of his warm and fraternal greetings and provides you with the following copy of his personal and corporate mining safety compliance statement (issued by the Moff of Sector Three) and also a copy of a full criminal records background check for Tssk himself, which is naturally clean as a whistle.
Thus all being well, as per the Deep Space Resources Act he would like to purchase 4 (four) Claim beacons for use within the Kanz Sector by the Red Skull Clan Mining Corporation. I attach the following draft from the Bank of the Core for deposit to your Governmental account.

As you may or not be aware, the rights to mining within the Kanz Sector are largely already claimed by a number of sources; I'm not sure if you follow galactic news, but I've just had to mop up the remnants of a rather grueling conflict with two large mining guilds. As it stands, while the Red Skull Mining Corporation may well be welcome in the future, I'd rather not have a new face on the scene to cause possible issues; at least not until all facets of this debacle are settled, preferably peaceably.
Inform Tssk that his wish for a claim will be taken under consideration in the near future and I will be sure to give you a reply within a decent amount of time.

Naturally, we appreciate your concerns about the "turbulent" nature of the Sector, but as there is no current state of emergency it seems inappropriate to simply and arbitrarily block all new companies being able to explore for and exploit undiscovered or unclaimed resources in your sector.
Respectfully, I'd like to ask you to reconsider your statement. We are applying for claim beacons for regions covered under the Deep Space Resources Act - as such there could be no contention with local factions of any kind.
If I could also respectfully remind you that this is a simple matter of Law, and we do meet the laws requirements in this regard and unless you are able to provide my client with a legal case for refusal to issue Claims beacons I am afraid we my client will reluctantly have to pursue litigation against your office through the Imperial Court System and also via a direct appeal to the Ruling Council.
Naturally, it is to be hoped we simply misunderstood your words, and we also hope for the best possible resolution of the issue at hand.

I'm sure you're aware that these are for explortatory permits? The arrangement as I understand it is you issue the permits and beacons, and then their miners are able to explore and claim, then exploit any resources discovered outside of the jurisdictions of all your Planetary Members? I understand all the currently known or claimed resources might cause some contention but I don't think there would really be any over the type of deep space resource prospecting my client has planned.

Having read over the Deep Space Resources Act, I can inform you that a number of planetary and independent bodies do currently own such mining beacons within the Kanz Sector. However, the Red Skull Mining Corporation is indeed allowed to purchase four such beacons from my office. Simply advise them that their claims may not intrude on the claims of others mining interstellar bodies within the boundaries allotted by the act.
