A self proclaimed doctor wrote to me earlier offering to produce a bioweapons project.
As you know this is illegal under Imperial Law which prevents the production of any bioweapons.
He signs his letters as belonging to the Epidemic Prevention and Water Purification Department but I don't know if he works within the Auril Sector or elsewhere.
Please put a warrant out to arrest him for questioning and mental evaluation whether he from the Auril Sector or not.
As you can see from his letter, he appears more mentally ill and delusional than actually dangerous:

This entire situation between the Auril Sector as the planet of Lorrd has brought the spark of creation into the minds of myself and my colleges. Such a spark that you could help nurture and be in the right place to take full advantage of it. However, such nurturing needs time and research subjects. The later of which we at this moment lack. What we are proposing to you is a new type of soldier, one that never needs sleep, never needs to eat, does not fear and shows no regard for their own life. Essentially, in full, a zombie ready to be unleashed upon those who perpetrated great horrors upon your people and blood. All we need from you Commodore is willing subjects, and by willing subjects I mean prisoners. After all, they had their chance to be productive members of society, and now they drain the coffers of your worlds being taken care of in their cells without lifting a finger to show any sign of usefulness. My proposal though will put them into a useful role, be it one in which they'll willingly throw themselves upon explosive ordinance so that your own troops may pass unharmed.

If you arrest him or can track him down, assure his house and vehicles are searched for dangerous compounds. If it turns out to be a delusion, then please Section him under the Mental Health Laws of the Auril Union if he refuses to enroll in a residential mental health course - I'll pick up the bill.
If he's a narcotics addict (as I suspect), please place him in a compulsory rehabilitation program where he can get good food and kick the habit.
