The commitment of your forces to the defense of Lorrd has caused a not inconsiderable amount of indigestion for certain members of the Ruling Council who tend to see your relationship with that world as inappropriately close. Most of the Council finds no fault in your handling of the situation at Lorrd, and indeed applauds you for standing up to this Tionese ethnic pretense for war. Furthermore, I, for one, found your handling of the Destrando City conflict to be unbiased—indeed, your ruling in the mediation of that conflict was in no way beneficial to Lorrd.

The perception exists, however, that you are too close to Mr. Alyn Stark, a defense industrialist on Lorrd with deep and multifarious ties to the planet's government, and that as a consequence, you have been unduly favorable to Lorrd in the past. Your point having been made at Lorrd, it would behoove your image and credibility (and the harmony of the Ruling Council) to place a time limit on the commitment of your forces there. The Aurilites have consented to a week-long cessation of hostilities—might this be an appropriate amount of time for your forces to remain at Lorrd, to allow time for a diplomatic solution? A binding time limit on your presence there would also convey to all parties that the time for a diplomatic solution is not endless; a powerful incentive, no, to come to terms with one another? It could not be said, then, that you didn't do what you reasonably could for Lorrd without showing it undue consideration.

Grand Vizier,

I am willing to accept what you say and as such, pending the Alsakan vessels departing the system, I intend to withdraw my flagship, as well as one Imperial II frigate and one Vindicator, leaving Lorrd with a protective force of one Imperial II frigate and one Vindicator. This will show that I am indeed showing no favoritism. However, one week is a very short time for peace treaties to be hammered out. I request, if you are willing to grant, a two-week cease-fire period where neither side will assault the other so that Lorrd might try and make a true and fair peace with the Auril Sector.

At the conclusion of this period, your Imperial II frigate and Vindicator would also be withdrawn, yes? Understand that non-interference in planetary disputes has been the point of contention on the Council.

This is correct. However, I should state quite firmly and in private to you that I will not tolerate an Auril Sector presence in any lasting form in the Kanz Sector. For all I know, though I do not accuse, this could well be an attempt by Moff Winder to expand his own power. I am a firm believer that should a world in my sector assault a world outside my sector, their pain or triumph is upon them and I would not intervene in any way if reprisals came, but the fact that Imperials died on that station leaves a bitter taste in my mouth.

Your concern is understandable, as is your intolerance for any sort of occupation of Lorrd. I fear a two-week ceasefire is ill-advised, however. For one thing, a period of one-week has already been agreed upon. But moreover, the longer you commit your forces there the more time the warring parties have to arm themselves in the event a peaceful resolution is not reached. We must plan for the worst, as well as the best. A two-week period could result in a far more ferocious and destructive conflict. My recommendation is a single week, and no more.

P.S. It is the will of the Ruling Council that no Imperial funds be used for the payment of a planet's war debts or reparations—or in this case, "wergild"—without the application of standard interest rates by the Imperial Bank. The presence of your forces at Lorrd will ensure a temporary peace; however, longer-lasting peace terms must be negotiated by the warring parties, not on their behalf.

I understand fully. The Kanz Sector Government does not intend to pay any wergild... or blood price, if we call it for what it truly is, to any Auril Sector forces. If a week is all you can grant me, then a week it will be.
