Simply inform them (through whatever medium) negotiations are to be held at the location stated starting today (I think Imperial Center is better than outside the Core) and have them both send emissaries then open things up.
Both parties have singled their readiness to negotiate, despite no formal senate motion calling for it and have both agreed to a seven day truce from their opening. You may (either on your own Authority as your Crisis-Resolution Sub-Committee - to which you may add the Defense Committee adds its full blessing) open negotiations when ready.
You should take care to avoid simple bickering and intervene to assure we don't get a farce. They're going to try and argue about causes, what we need to hammer out is one of the following:
1. Best case scenario: A peace treaty where both sides come to an arrangement. If ceasefires require enforcement and both parties agree to peacekeepers (if you too think they're needed) let's try and get it proposed via a senate bill that named neutral worlds send a multi-planetary peacekeeping force so as to avoid costing the Empire money.
Failing that
2. A conflict agreement: agreeing to limit any action (I know theyve both made verbal statements but get a written legal document if possible) to define rules/areas of engagement and causing as little disruption as possible to eachothers worlds etc. Get them to commit to reasonable conduct of war if you can't avert war.Added (19 Dec 2012, 4:25 PM)

Push this forward Senator Aurelia, if you please. I realize you have your hands full but this really should take priority over your other work at the moment. This is your Sub-Committee's shakedown cruise and I really want the best performance possible from it. Already the senate are critical of the delays so far, already they want a resolution and swiftly.
