To Imperial High Command

Gentlemen,

With the recent emergence of Tremaine Fowlkes and his anti-Imperial "Libs" group, Imperial Intelligence has discovered and compiled a list of high-priority "Libs" targets (below). I request your advice and recommendations on this list so that I may include them in a final, actionable report to the Ruling Council. I ask for your haste, gentlemen—with Fowlkes having now appeared in public, these targets are time-sensitive.

Base on Haruun Kal
We have deployed probe droids to conduct a comprehensive scan of Haruun Kal for the location of this "Libs" base. It's believed to be the organization's "main" base. No information at present about the base itself or any fortifications there; Intelligence presumes some hangar infrastructure and starfighter presence—estimated 2 to 3 squadrons of Z-95 Headhunters. 1, possibly 2 DP20 frigates could be nearby to act as reinforcements.

Outpost on Jabiim
We believe this outpost to be supporting anti-Imperial insurgents on Jabiim. No information at present, but we speculate it is most likely a supply depot. Possibly lightly-defended; 25 to 50 Jabiimite insurgents likely.

Outpost on Felucia
Our probe droids haven't been able to locate this outpost as of yet. Our Felucian specialist advises additional reconnaissance prior to any deployment.

Job Traders, Inc.
A supposed "job placement agency"—in fact, a front for "Libs" recruitment--situated in a refugee camp on Nar Shaddaa. Considering Hutt/Imperial political situation and the fact this target is located in a refugee camp, an Intelligence operation may be preferable.

Telosian Firearms, Inc. and Speed of Kwymar
These Telos IV-based businesses, located in the city of Thani, are believed to be fronts for the "Libs." Intelligence believes they're being used to import and distribute weapons and speeders to the "Libs" organization, in addition to raising funds through legitimate sales. Use of the Telosian Security Force to shut down these businesses is not advisable—3 TSF officers have been named as "Libs" members. There may be more.

Victory-class Star Destroyer Iron Fist
Captured by Separatist remnants, we now believe the Iron Fist is in the possession of the "Libs." Intelligence is certain the "Libs" don't have the manpower to crew the ship, thus recapturing it shouldn't be difficult. We're currently pursuing leads as to its whereabouts.

Haruun Kal and Jabiim appear to be the highest-value targets. We can be prepared to commence conventional assaults on both targets within 36 standard hours. Vice Admiral Jastrinas and his 5th Bombard Fleet would be well-suited to the mission profile for Haruun Kal. General Horrace, his Star Destroyer, and his commando unit should be adequate for Jabiim. Brevet Line Captain Nelia is presently in command of two Star Destroyers―she can ordered to standby for a prospective mission to Felucia, or act in a supporting role for whatever operation you have planned for Nar Shaddaa.

I say "prospective" mission to Felucia because of the absence of actionable intelligence, but also because, frankly, no one is going to volunteer. Felucia is very much a heart of darkness in the collective memory of the Imperial military, Director. Needless to say, we'll do what needs to be done, and do it well, but I do hope you're wrong about there being a Libs base on that accursed planet.

I doubt you'll need us on Telos IV. I'm sure the Governor of Telos IV can handle these businesses. As for the Iron Fist, we are ready and eager to recapture it once you provide us with its location.

Be advised we've put together a more-or-less functional, long-range cordon around the area of the Al'Har system in an observation role in advance of the main assault force. We've mustered enough vessels from the Dustig Sector Fleet to at least monitor ships moving in and out of the system, if not necessarily stop them. I've ordered Imperial Navy Intelligence to update you on any new information. We're nearly prepared to commence our operations, Director—I trust you're securing for us the approval of the Ruling Council.

Deputy Director Olsen has conveyed your estimates and recommendations to us. The Ruling Council has convened, and you are clear to proceed, Admiral. Tremaine Fowlkes and his "Libs" must pay for his impudence. See it done.
