Shiva was an avid follower of the Holonet, and he rather enjoyed the verbal sparring in the Senate. For lack of better terminology, it made him giggle. The latest debate amongst the puppet Senators seemed to be that of weapons issues among various defensive ships. It seemed a certain Senator Crin Star had been going about naming her world as highly defended and such. Being a little puppet of the Empire, Shiva had chosen to make an example of New Volus.

Six people, on varied shuttles, traveled to New Volus. One came as a passenger among others, sightseeing. One had come as a spacehand aboard a merchant vessel. Two came under the guise of a married couple from Alderaan. The last two arrived as bounty hunters. All of their papers were in order, having been meticulously prepared and gathered and, barring an unforeseen circumstances, they would all land on the world without issue.

The New Volus System was indeed exceptionally well protected, and currently could also depend on the fact that there were a number of Imperial vessels undertaking manoeuvres less than a light year from the system, training their gunnery systems against various asteroids and testing new airlocks on their access hatches to space.

Aboard one of the vessels present was the prodigious Cloud Wing, a group of pilots who had survived at least 3 live combats, a rare feat for a TIE Pilot.

While this attack was likely terrorist based, and so not involving capital vessels, it should be stated in advance that the Imperial Starfleet was near at hand.

As soon as the shuttles landed they would have their ships inspected by a ground crew otherwise they would not be granted any landing permits. It would not be an overly invasive review just a walk through with a simple scanning device. The bounty hunters would receive some extra scrutiny before a warning to not conduct any hunts or attempt to apprehend any fugitives without the prior knowledge and permission of the Volusian government and would even be given contact numbers for such an occurrence.

It would be more of a waiting game than anything to get out of the space port but they would have to pass through several more standard scanners which would scan for explosives or weapons which would be either confiscated or examined respectively.

The shuttles themselves were largely passenger vessels and not actually connected to Shiva in any way, save they carried some of his insurgents along with many other innocent people. As such, those who arrived on shuttled would be searched and scanned like any others but as they carried no weapons or illegal items, they were not likely to be detained for any reasons, barring the unforeseen, as always.

The bounty hunters did carry registered weapons and, if required, they would be left behind or in a secure holding of some government type (if such was required), but they'd quite agree to the laws that New Volus had in place.

If there was nothing suspicious about them they would be allowed on through. The city itself was pretty much ordinary for most parts, people going about their daily lives soldiers though on most streets especially those close to financial areas or the space port. It would be apparent that they were acting as a police force. The older ones though would for the most part would have the appearance of a hardened vet after all Volus had been a battle ground in the clone wars and many of its veterans had not made it out of the system yet.

There were always common household, storebought items that could be turned into weapons. Fertilizers. Home-improvement items, such as rivets, screws and nails. Some of the oldest, nastiest weapons had never changed in thought, just in type of payload and delivery system. The old-school Molotov cocktail, after all, was simply fuel and a starter, when it came down to it.

Renting a speeder was likely possible for planetary travel, even to offworlders and tourists. Thus, a vehicle was provided for a delivery system. The beauty of Shiva's operation was that each agent had a specific mission and each operated without the knowledge of any of the others. Thus, with a cell-styled operation, it was highly unlikely that, in the event of capture, any real information could be found regarding the remainder of the team.

It was the newlyweds who would be renting the speeder for the first part. Their mission was rather blunt: to use a vehicle-born explosive to destroy either a government building or a heavily populated urban structure, such as a shopping area or a school. The target didn't have to be specific so long as it made its mark. The true joy behind it all was that no deadline had to be met, allowing the pair (operating under the name of Mr. and Mrs. George Stanhope) to take their time with the operation.

The pair would find themselves quickly shut down on the fertilizer. While Volus did have its share of farmers it was simply not an agrarian world and as such it was much easier for the government to regulate the things used in the trade. They would simply have to have the proper permits to be able to acquire fertilizer though an attempt would very much likely send up some red flags causing some security personnel to watch them a lot more closely as why would a pair of offworlders want to buy something as off beat as fertilizers especially newly-weds.

The authorities wouldn't move in of course but they would likely have at least a single ship following them from above and keeping a close eye on the pair for any more suspicious purchases or attempts to. As for government buildings they would be mostly out of luck as the closest was the capitol and it was by far the heaviest guarded, no invite no passing the checkpoints.

* * *

Back on Imperial Center, the door to Armand Isard's office slid closed behind Gregory Blount, who was now alone in the corridor outside. He used the moment of relative privacy to sigh to himself. It hadn't been a pleasant meeting, if there was such a thing as a pleasant meeting with Isard, the notoriously spartan director of Imperial Intelligence. Blount had been reprimanded, albeit informally, for not having produced the desired results from the interrogation of a suspect. He had been of the opinion, having questioned the man, that he was innocent, and he said so in his report. A subsequent interrogation, however, resulted in a complete confession. No doubt, it had used methods that Blount did not employ himself, and could not sleep at night if he did. But Imperial Intelligence under Isard was more concerned with results than with the consciences of its agents—that is, as long as the latter did not get in the way of the former. Blount assured the director that this would not be the case with him. Whether he meant it, he honestly didn't know. What he did know was that his job for this agency had only become more unscrupulous since the end of the war, not less.

He shook his head, turned, and made his way down the corridor toward his own office, where he had been told that another assignment was waiting for him—an assignment that, he suspected, might be his last if he didn't deliver on it. He smiled to himself for a moment as it occurred to him that he would prefer some wild and woolly Outer Rim world far more than HQ here on Imperial Center. That is, he'd prefer a real fight to the sort of sniping and office politics to be found here. Yes, he thought to himself, hopefully this next assignment would take him far from here.

Fertilizer might well seem suspicious, but when the couple began inquiring about the residential areas on buying a home for a vacationing spot, it might not seem so odd. After all, many families enjoyed doing their own planting of flowers and such, providing the zoning laws on Volus did not prevent such. Likewise, there was little to be suspicious about buying a house for a vacation.

The pair of bounty hunters would be looking for legitimate work: local bail jumpers, acting as bouncers at any bars that were hiring and generally doing their best to keep themselves busy, all the while keeping their eyes and ears open, willing to buy drinks for people who would be willing to talk, but never asking anything suspicious or dealing with government secrets, more of getting a feel for the state of the world.

The bounty hunters would have a hard time getting a feel for it as things tended to be mixed but well beneath the surface. It didn't help that the people didn't trust those they didn't especially those armed as well as bounty hunters. It wouldn't be too hard to get the permits for acting on local bail jumpers or getting on at a local bar as a bouncer. The sense they would likely end up wasn't one of outright anger at the empire or any overt rebellious elements but more subtle like a whisper hidden beneath a scream.

There would be plenty of houses on Volus primarily though in places closer to Panas than the capitol as that was a much more prevalent tourist destination. Of course those would range from pricey to nearly obscene due to the natural beauty in the region. There would be plenty in the cities to look at though they would have to go through real estate agents and such more of a paper trail.

The bounty hunters were, in essence, doing their jobs: proving that offworlders could be functional members of a society, at least temporarily, and that giving them jobs was not a downside. However, their discoveries were important in their own right for Shiva's cause. It wouldn't do to have the citizens of Volus catching on to their deeper inquiries and as such, they limited the amount of people they dropped hints to, or made mention of certain things that would make people tend to wonder about what indeed the Empire was good for.

Houses in residential areas were acceptable, as civilian targets were just as acceptable to Shiva as military targets were. However, cheaper housing would need to be found. Undoubtedly such housing existed somewhere.

There would be some cheaper alternatives available to them but in the areas that weren't exactly the best of neighborhoods. Of course the pair would still be under watch though the authorities would be somewhat further away than they had been after the attempt to buy fertilizer.

It was a thought on many people's minds, what the empire was good for, but it wasn't something that was avidly spoken about after all they still had to be a part of the empire and couldn't risk any of the Emperor's many spies hearing anti-imperial statements. The times were dangerous for worlds that harbored such thoughts and even more so for those that did so openly but the bounty hunters found they may be sympathetic to a rebel cause they were not going to be saying it or giving out such hints openly.

Cheaper neighborhoods would be the choice then, if that was necessary. Of course, they chose a home in which flowers could be grown, so it would hardly be suspicious when they went to the local store and tried to buy two or three bags of fertilizer (standard size, of course). Planting flowers was hardly a crime, after all, nor was beautifying the home, so several planters and household tools would be purchased as well.

The bounty hunters would stop their questioning for the time, working instead on getting better gigs for fancier places or even acting as independant bodyguards for any wealthy who wished to hire their services.

Once again they would find themselves shut down on the fertilizer due to the lack of permits and papers for it. The best they would be able to get for gardening was some potting soil, which would end up being little better than fertile dirt and not extremely useful as the basis of an explosive compound but it would be more than suitable for growing a little garden or planting some flowers in what area they would have.

There was always jobs to be had for the bounty hunters which would be able to get whatever they applied for if they were qualified to receive such jobs.

Explosives could be made from more common household items, it just took more time. The potting soil was purchased, nonetheless, to prevent suspicion. The majority of their purchases were in fact, quite innocent. Only an overly suspicious mind would suspect them of being more than they seemed. Unfortunately, the galaxy was filled with suspicious minds these days, so it was time to take steps to settle in and act as normal as possible.

The bounty hunters, working separate from one another, had been doing their best to find gigs as bodyguards still; the more wealthy the customer, the better. It was even odds as to their successes in that matter.
