People of Deralia, earlier this week, religious radicals participated in the unprovoked and bloody saboutage of equipment at the construction site of the new arcology. In this attack, many were killed, and the vast majority of those slaughtered by this wanton attack on the people of Deralia were not overseers, but simple citizens such as yourselves. I must ask you to be vigilant, and help to identify those who are connected with radical cults in order that they might be properly exposed to the rigours of the justice system. These religious extremists are showing that in opposition to the program of modernisation of the Deralian economy that they oppose everything that Deralia and the Empire stands for. They are enslaving themselves to a dark ideology from a bygone era. It is an ideology which enslaves the mind to priests and monks, to sages and spooks.
I believe Deralia is grand enough, bold enough, to shed off this religious extremism, and religion itself.

If he openly declares himself to be a religious extremist, we take his word for it.
If a person reads and consistantly expresses the views found in a religious text, he may be a religious extremist.
If a person is a member of an organisation which reflects religiously extreme teachings or labelled as religiously extreme by COMPNOR, he may be an extremist.
If a person expresses support for the foreign policy of religious worlds, while consistantly attacking the laws and policies of the Imperial Government at any level, he may be a religious extemist.
If a person does all of these things over a period of time, he must be a religious extremist.
