| Arcan IV was a hive of undesirables. It was also a goldmine in a number of ways for travelers, workers and all sorts. The Arcan IV spaceport was the Cronese Mandate's principal spaceport in the system, and with so many people passing through, Marten Flagg's Silver Pendant Casinos were pulling in a large amount of money, especially since the casinos on Chandaar had been shut down and with the Mandate's authoritarian and militaristic crackdown elsewhere, it was not quite wrong to say that Arcan IV was one of the more 'free' planets within the Mandate, hence why it had so many visitors and attractions, some of which included Flagg's casinos.
Agent Nineteen had come to Arcan IV to check on the state of the casino in Flagg's absence, and as he saw the bustle of activity within the casino. Despite the fears of the Cronese Mandate, people always wanted to relax and blow off steam, and these perfectly legal casinos were one of many such places. All in all, operations in the Mandate were almost ready for their next stage of expansion.
