"I proclaim this meeting of the Senate Planetary Defense Committee open for business to discuss the Lorrdian War and compile a report on the situation. This hearing shall be held behind closed doors and its results shall be classified as "Secret" which means the contents of the dossier or the existance of the dossier itself on the matter shall not be discussed by any present on pain of the full force of the law. Copies of the dossier will be made available to the Imperial Government for dissemination to the intelligence divisions, a copy will be held in the Committee database and a copy will be given to Senator Aurelia - documents may only be declassified upon my personal instruction or that of the Ruling Council. Officially this is simply a meeting to discuss the negotiating tactics to be used by Senator Aurelia on her mediation attempt. All statements herein must be treated with the utmost discretion and I remind all present that disclosing matters classed as secret carries a penalty of life imprisonment with the potential of the death penalty if it amounts to espionage.
We will summon both parties and hear their evidence remotely. He signalled a digital summons to Senator Lekpin, Lord Alyn Stark and the Lorrdian Military command in general. Summons were also dispatched to Hector Cynum of the Auril Union, they were summoned in one hours time so that the Lorrdians would have made their statements and cleared the comms channels first. Committee members should feel free to ask questions - after I have done so to my satisfaction."
He waited for the first Lorrdian to appear on the holopad infront of him, as he did so he sipped a glass of water.

Welcome Gentlemen, as the channel encryption indicates this is a Secret meeting and the records produced will be treated with absolute discretion and confidentiality, you are not permitted to record at yout end, we are questioning both parties so that we might give the Emperor the best information if he requires it. As this hearing is Secret you may not discuss the meeting or its contents even among yourselves until you receive notice it is declassified. Your statement is to be considered under oath, please transmit a fingerprint scan to confirm you have been informed of these points.
So without further ado we need these answered if you please, answer to the best of your knowledge. Misinformation will result in the Defense Committee automatically placing some of the sanctions at its disposal against a world which was knowingly dishonest to it.

1. What would be your firm position in negotiation?
2. Are you amenable to the Auril demands?
3. Have you taken measures to ensure orbital facilities are now clear of Imperial personnel?

4. Can your world afford its current rapid armourment?
5. Does Lorrd require credit?
6. Who and what is funding the commandeering of those such as Starks, I understand his personal yacht he may donate but none of the boards of his private companies are likely to simply approve use of their vessels or munitions free-gratis are they?
7. Do you intend to raise allies? Do you think their aid is likely and in what force?
8. Are the Lorrdian houses united in support for war?
9. How do the Lorrdian people feel? Are the supportive of the ethnic cleansing of the Vianists or opposed?
10. Are you going to deploy forces outside of your Governments territory? Or cause forces to be deployed outside it against your enemy by allied forces/mercenaries or any group under your influence?
11. Would further attacks cause you to change policy?
12. Do you intend to deploy battle suits or heavy armour on Lorrd or Lorrd II? If so what measures have you taken to ameliorate the potential damage to civilians or their property?
13. Have you taken measures to store or transport the cultural or artistic/literary treasures of your culture in the many academic institutions in Lorrd City? and to safely keep them out of harms way.
14. Do you require Imperial aid in evacuating any cultural artefacts?
15. How is civilian morale? 16. How is military morale?
17. I gather your world is somewhat reliant on imports of food due to the harsh climates - would a blockade or siege of your world be detrimental to civilians?
18. How long would food stockpiles last?
19. In the event of a ground war, would your world commit to abandoning all cities threatened and areas of great civilisational value so as to avoid the risk of collateral damage - if the other party agreed the concession that it would not loot or damage any area marked as abandoned?
20. In the event negotiations fail, would you consider fighting a limited "proxy conflict" not on the planets of either power but in a controlled area with fixed rules of engagement?
21. Again, If negotiations do fail, would your world consider consenting to a set of mutually agreed rules of engagement even if there is no agreement to fight in proxy at a safe location?
22. Finally, do you believe Lorrd could win a war against a whole sector arrayed in Union against it? I do not believe that even with allied support it would be a sensible call and urge your worlds to take seriously the chance for negotiation and help produce the most desirable outcome for everyone without ruining either parties economies and killing so many young men.

| Very well, Senator Oriel. Our forces are arrayed as presented:
- 1x Acclamator II-class assault ship (damaged)
- 2x Tartan-class cruisers
- 4x Gozanti cruisers
- 12x Z-95 Headhunter
- 12x HLAF-500
- 72x TIE fighters formerly housed on the Cardan IV station that are currently landed at various Lorrd military facilities
This represents the sum total of our standing forces at this time. Nonetheless, the Ruling Houses of Lorrd have decided to temporarily raise military forces in the event of another Auril Sector attack, which seems quite likely from the words of Commodore Cynum. We expect him to return with more ships, and more powerful ships at that. Be advised, Senator Oriel, Lorrd is not wishing to pursue a war with the Auril Sector. A drawn out conflict is only damaging to our economy. The numbers listed above are a minimum estimate.
Thanks largely to the tireless work of Lord Stark, an additional ten Breaker-class modular cruisers fitted with pacification modules can be impressed into service, as well as two existing Avarice-class frigates and ideally, two more that were under current construction and not yet completed. Our Gozanti cruisers are undergoing emergency refit as well. Further addition of six squadrons of SDC X-1 dropships, three squadrons of I-002 series drones outfitted with the new control modules allowing for remote piloting, four squadrons of T-009 and two squadrons of S-005 series drones have been gifted on a temporary basis by Lord Stark to act as defensive fighter assets to bolster Lorrd's rather small fighter compliment. Lord Stark has also wished to procure eight each of Large Gun Emplacements and Large Gun/Warhead Emplacements. Short of any armed merchant craft any of the Ruling Houses or trade companies may wish to contribute (we have not yet consulted them on this point yet) and barring any personal forces Lord Stark wishes to contribute, this will represent the maximum amount of forces within this war that we can quickly obtain. I am aware that Lord Stark intends to contact Rothana, however, and attempt to obtain further vessels.
Lorrd holds a standing army of fifty battlegroups, totaling a little over five-hundred thousand soldiers, with an additional thirty battlegroups worth of reserve forces that can be mobilized rather quickly. Not counting individual province soldiers, this represents both minimum and maximum without calling upon outside mercenary forces. Lord Stark, however, may or may not pledge the SDCSC to this fight. I cannot say that I have asked him.
Now to answer your further questions.
1. Lorrd wishes to find peace. This is the only firm position. We are not a warlike planet, nor do we conduct hostile military operations. If anything, we are a defensive world.
2. The Auril Sector has not named specific prices yet, but we will agree to nothing that will bankrupt our world or put us in a massive debt that may take generations to recover from.
3. We have no further orbital facilities, though if possible, we plan to procure some form of station in the immediate future.
4. While prices may be steep, Lorrd can afford a rapid upgrade, but could not sustain it indefinitely.
5. Lorrd does not require credit at this time, but it may become necessary.
6. A combination of the Ruling Houses, wealthy merchant companies on Lorrd and Lord Stark himself are funding the expansion. From his statements with certain boards of certain companies, there are individuals with a major stake in Lorrd itself who see it worth protecting. As such, reduced prices for munitions and the items we require are being processed.
7. Lorrd does intend to call upon its allies in the form of Druckenwell and Sluis Van, if such will contribute. Both have been trade partners of Lorrd and both have bought and sold products to and from us in the past. Whatever they are willing to contribute is welcome. We understand that they field much heavier warships than Lorrd, and in greater numbers.
8. The Ruling Houses are united in support of peace. Nobody wants an actual war.
9. A recent poll showed 99% majority in favor of the Vianist cleansing. Lorrdians are loyal Imperials and when the word comes from the Sector Moff, they concur with the wishes of the Empire.
10. We do not intend to take a hostile stance against Lorrd's enemies. That is the path to escalation.
11. Further attacks would simply call for further defense. As I said, we do not wish to engage in a drawn-out war.
12. Lorrd II is not intended to become a battleground. It is held as a current penal colony for the Vianists. If need be, battlesuits will be deployed on Lorrd. We've taken what precautions we can to prevent any attacking troops from engaging in civilian areas. A multitude of defensive batteries and towers are being erected where needed to keep combat within the large desert and ice areas, if it comes to such.
13. At this time, such a venture is underway.
14. At this time, we do not require Imperial assistance in this matter.
15. Civilian morale is high; they are still in outrage over an attack with flimsy pretense.
16. Military morale is high as well. Despite the loss of our station, the military feels it struck a fair blow in return by causing the Auril Sector to utilize their ships in such a fashion.
17. Lorrd has stockpiled food over the years; while an extended blockade would be detrimental to our citizens, Lord Stark has promised that GalacticAid vessels will carry food in unarmed transports if need be. Our allies have promised aid in this matter as well.
18. We estimate two years worth of existing food stockpiles before rationing becomes necessary.
19. I believe my world would agree to this.
20. This would be considered a fair trade. Lorrd does not wish war upon its surface.
21. This is largely dependent upon the rules in question.
22. I believe if necessary, Lorrd will do whatever it takes, allies and all, to find peace.
