My thanks, again, for taking responsibility for this heinous breach of the peace treaty, although the Galactic Empire remains troubled that the New Republic, seemingly, lacked the mechanisms or perhaps the discipline to prevent this episode. In any case, we are graciously willing to release the crew of the Pioneer (and the vessel itself) without charges being brought upon them, although we feel it is only appropriate that this gesture of goodwill be met in kind by your government. As such I propose a prisoner exchange. Your crew of 92 in exchange for the repatriation of the dead from the Marathon which, presumably, you have collected, and also the release of a prisoner in your custody, Captain Gordon Holt, who has been injudiciously detained for the past nine years. The Council of Moffs feels that this offer is exceedingly generous of us, under the circumstances. We await your reply, Chief of State.
