If both you and Mr Karath wish to simply suggest a fine for yourself and waive your right to trial, then I will not oppose you. However, bear in mind in future your panel is restricted to uncovering EVIDENCE of corruption and suggesting penalties, not enacting them.
Also, bear in mind that by waiving right to trial you are convicting both yourself and Mr Karath of allowing state secrets to be leaked by negligence and responsibility for the leaking of state secrets in not legally challenging the fine.
Personally I find the idea of crippling your own reputation so to be ludicrous, but if you both admit to being involved in the leaking of state secrets, or implicated negligence resulting in such a leak, procede by all means. But you should also consider if you are being the best Senator you can be, by allowing this sort of torrid affair to happen.
I expect better of members of the Administration and the Corruption Panel.
