Fleet Reform and Reductions

Beings of the Senate.

War is abhorrent. It is a horror that we must always work strongly to avoid. And violence begets only violence. So as a show of good faith that we do not intend to renew the war with the Imperial Remnant I propose the following ships be written off from the fleets lists, to be scrapped or mothballed for parts as required.

They are superflous to our current defenses and really serve only to cost the tax payer massively. We will still maintain a strong fleet with wide ranging attack and defense powers. I especially draw attention to the 5th Battlefleet, a pure weapon which is above and beyond our requirement for defense. This is an obscenity and a shame to us, a force designed only for conquest. As such the 5th Fleet is to be re-designated, rather than being used as it was in previous years, it will be re-tasked for exploration and colonization beyond the Rim, this means that we maintain this force's usefulness without it simply idling (now we are no longer conquering worlds).

Now, onto another matter, with less ships being used we also have massively lower crewing requirements, and equally we do not need thousands of assault troops.

As such all beings from naval forces not on active service (not actively onboard ship or space station duty) and all ground forces not classified as being in combat are to have their pay halved. They are also to have the number of hours they do similarly, halved. This will allow them to seek civilian work and integrate back into society, there will also be a comprehensive pack of civilian state work or education availible to them should they not be able to find employment in the private sector.

Beings who have made a 10 year commitment to serve in the armed forces will be entitled to retire at any stage should they choose to in order to take up a civilian job. If they choose this they will be kept on a register of reserves for the duration of their commitment.

As such I propose these reductions, they will allow us to reduce fleet numbers, reduce the cost of the armed forces and allow those who wish to leave the military to do so and return to civilian life. I highlight this will also result us in having a fleet massively stronger than that of the Remnant, and an army equally so. It will give us a flexible military fit to take us into the future as the Galaxy's primary peacekeeper. Having consulted the Defense Council I am informed that this measure has their full confidence and support and will result in peace for us, and for the future.

We will move forward, as a defender, but not an attacker. A peacekeeper not a warbringer. Should crises come, and I am sure they will, we will not immediately resort to violence, peaceful sanctions on trade will be the order of the day. And where we cannot resolve matters without peacekeepers, we will endeavour to deploy our soldiers alongside those of planetary militaries, so we will work together, rather than an overarching federal operaton.

The Remnant, who we are now peaceful trade partners with has committed a multitude of sins in the past. But times are changing and they are showing with their actions their intend to reform their ways. Already a great step forward has been made in the abolition of the racist high human culture and aliens are being allowed to work alongside their former human oppressors. In recognition of this and in recognition that the time for war is over I propose this motion.

Senators, I urge you to support this motion, and to support peace.

As much as I would like for peace to continue, I must respectfully vote against the proposal. I do not believe those ships should be decommissioned. Instead, they should be transferred to planetary forces throughout the galaxy. Most of the ships that you proposed are Corellian warships in DP20 gunships and CR90 corvettes. They would be put to a better use into planetary defense against the pirates, and possibly, rogue warlords that do not believe the peace treaty exists. The Nebulon-B frigates would also be effective through this means. I would take exception to the Mon Calamari star cruiser though. Again, they should be put to a use for planetary forces that need warships to defend their worlds. I do not believe those warships should go to waste.

With the advent of peace between the Republic and the Imperial Remnant, I agree with Chief of State Gavrisom in his proposal. There is no longer a need for a massive war machine as there once was. I vote in favor of this proposal and look forward to a calm that this galaxy has not seen in a very long time. Let the dead rest in peace; let the living go home to their families.

I support these reductions, and the Chief of State's thoughtful furlough program. I'd like to speak briefly to the dismantling of these vessels; I respect Senator Fowlkes, but I firmly disagree with him on this matter. Providing these vessels to planetary fleets (in violation of recent legislation, I might add, in the case of the Mon Calamari cruiser) means distributing the machinery of war across the galaxy, often to planets which could potentially proliferate them to other factions; they could be stolen, sold for want of funds, or simply lost.

Warships mean wars, and if these particular vessels will "go to waste," I think that is a profoundly good thing. It means there there are fewer battles. It means that there are fewer turbolasers firing in anger. It means that we are at peace. I am grateful to Ponc Gavrisom for being the first Chief of State to take a principled stand against the proliferation of weapons of war in the galaxy, while still maintaining ample forces for our defense needs. If we remain committed to Peace First, I believe history will regard this measure kindly as a first step toward a new era of peace.

I urge my colleagues to vote in favor.

I'm sorry to interrupt Senator Pollyanna from Naboo, but his naïveté on this measure is second only to the Chief of State's. I thought the Pellaeon/Gavrisom Treaty was the most shameful proposal to grace this hall, but now I am tragically corrected; not only is the Chief of State slashing our fleet (weakening us), but he is also slashing the hours and pay of our officers and staff (weakening us), making it very difficult to recall them into active service should the need arise (weakening us). With all due respect, I see this as the deliberate weakening of the New Republic, by individuals for whom it is all too convenient to blame the Republic itself for war, and who deride the very concept of "enemies," which do exist.

I'm sorry to trample on the sunny, flowery meadow that is Senator Vanden's and President Gavrisom's fantasy of the galaxy, but this must be said.

But Airstrike, some of you might ask, surely you don't mean they're deliberately "weakening" the Republic? Surely you don't mean they "blame the Republic first"? Let me be clear, Senators: this is exactly what I mean. Chief of State Gavrisom just now stood before this Senate and referred to the New Republic's Fifth Fleet as "an obscenity," "a shame to us," and "a force designed only for conquest." These are stronger words than he has ever spoken to the Remnant, and they are directed at our own soldiers! He says we should be "a defender, not an attacker," and "a peacekeeper, not a warbringer," exposing his true belief that, in his view, the New Republic heretofore has only existed as an attacker and warbringer.

Senator Vanden is no better. "Warships mean wars," he says, sanctimoniously. "Fewer battles," he says, "Fewer turbolasers firing in anger." But he ignores the manner in which these ships are used; whether for aggression or for self defense apparently doesn't matter to Senator Vanden, as he equates either use as evil. Thus he has exposed his extreme, pacifist ideology; to that beleaguered world that falls under the assault of a rogue Imperial warlord, Senator Vanden says don't you dare fire back in self defense! You are contributing to more battles and wars in the galaxy! For shame!

I vote against this measure. The only way to ensure peace is to have more ships, not less, in order to deter our enemies (yes, our enemies) from attacking us. This is the policy that I implemented as Chief of State, and it's the policy that kept the New Republic safe during my term. If you truly value peace, Senators, you'll vote against this proposal.

Neimoidia was inclined to abstain on this motion as it had no particular view. But bearing in mind the Senator from Raltiir's ridiculous and slanderous words, completely (and intentionally) midunderstanding this motion.

I vote in favour of this motion.
